We have received a request to proclaim November as <br /> Epilepsy Month (as per letter in Agenda packet). <br /> 5. Case No. 87-30, SUP for roof top signs: The Planning Commission, at <br /> their meeting of October 6, recommended approval for installation of <br /> one roof top sign (rather than two requested), conditioned upon <br /> extension of the mansard roof. <br /> 6. Highway 96 Study Committee Report: Orlyn will be present to discuss <br /> the Committee's report, as enclosed with your agenda. Committee and <br /> Council actions will be forwarded to the Highway 96 Joint Committee. <br /> 7. Case No. 87-28 (Kahnke): Mr. Kahnke received Council approval on <br /> September 28 for his radio tower. He now wants to construct a <br /> different type antenna closer to his house. He had contacted Mr. <br /> Lynden relative to this (per Lynden's memo); I suggested he appear <br /> before the Council to discuss this change so it could be determined if <br /> . it was significant enough in nature to require another hearing. Mr. <br /> Kahnke will be at our October 12 meeting. <br /> 8. Army Reserve Training Center: The architect, Robert Zakaras of <br /> Ritter, etal, for this project would, on behalf of his client, the U. <br /> . S. Army Reserve, like to receive the Council's determination of the <br /> City's jurisdiction over this development. He advised his client <br /> asked him to work with the City. At this time their plans include (1) <br /> hook-up into our sanitary sewer and water systems; (2) use of, through <br /> the City, our public safety people, i.e. Ramsey County Sheriff's <br /> Department and LJVFD. A letter from Mr. Zakaras is with the agenda; <br /> he is to complete this phase of this project by December 12. (A site <br /> plan will be available at our meeting.) The development (1) <br /> encompasses 29 acres on the northwest corner of Lexington and 96; (2) <br /> entails construction of 3 buildings, i.e. maintenance, warehouse, and <br /> office center; (3) is expected to have an in-house work force of <br /> approximately 300 people, with several hundred more on weekends during <br /> National Guard training; (4) expects to start construction early part <br /> of 1990; (5) indicates ingress/egress onto Lexington Avenue, but they <br /> would prefer Highway 96; (6) will be a separate entity from TCAAP. <br /> Orlyn has had some discussion with the architect as indicated in his <br /> memo. As Orlyn will be present, the Council may wish him to discuss <br /> this matter. <br /> - 9. Ordinance No. 250: Licenses: As presented to Council in September; <br /> - changes are as indicated in Mr. Lynden's cover letter. <br /> A.
