We have received a request to proclaim November as Epilepsy Month (as per letter in Agenda packet). 5. Case No. 87-30, SUP for roof top signs: The Planning Commission, at their meeting of October 6, recommended approval for installation of one roof top sign (rather than two requested), conditioned upon extension of the mansard roof. 6. Highway 96 Study Committee Report: Orlyn will be present to discuss the Committee's report, as enclosed with your agenda. Committee and Council actions will be forwarded to the Highway 96 Joint Committee. 7. Case No. 87-28 (Kahnke): Mr. Kahnke received Council approval on September 28 for his radio tower. He now wants to construct a different type antenna closer to his house. He had contacted Mr. Lynden relative to this (per Lynden's memo); I suggested he appear before the Council to discuss this change so it could be determined if . it was significant enough in nature to require another hearing. Mr. Kahnke will be at our October 12 meeting. 8. Army Reserve Training Center: The architect, Robert Zakaras of Ritter, etal, for this project would, on behalf of his client, the U. . S. Army Reserve, like to receive the Council's determination of the City's jurisdiction over this development. He advised his client asked him to work with the City. At this time their plans include (1) hook-up into our sanitary sewer and water systems; (2) use of, through the City, our public safety people, i.e. Ramsey County Sheriff's Department and LJVFD. A letter from Mr. Zakaras is with the agenda; he is to complete this phase of this project by December 12. (A site plan will be available at our meeting.) The development (1) encompasses 29 acres on the northwest corner of Lexington and 96; (2) entails construction of 3 buildings, i.e. maintenance, warehouse, and office center; (3) is expected to have an in-house work force of approximately 300 people, with several hundred more on weekends during National Guard training; (4) expects to start construction early part of 1990; (5) indicates ingress/egress onto Lexington Avenue, but they would prefer Highway 96; (6) will be a separate entity from TCAAP. Orlyn has had some discussion with the architect as indicated in his memo. As Orlyn will be present, the Council may wish him to discuss this matter. - 9.
