He still <br /> desires to have an antennae which will not exceed 35 feet in <br /> height but it would be free-standing, embedded in a 6' x 3' <br /> concrete slab, buried in the earth. Instead of being 2" in <br /> diameter, it would be 4 1/2" in diameter. The top part of it <br /> would telescope into the lower part so that the height of the <br /> antennae could be reduced to 21 feet. No guide wires would be <br /> attached to the antennae. He wants to locate it in a different <br /> spot, much closer to his house as indicated on the Don Carley <br /> survey as "Amended Proposed Antennae Location, 9/27/87". <br /> The mast he desires near the top of the antennae would be <br /> what is called a yagi or beam antennae. This type of mast has a <br /> butterfly or bow-tie configuration. Looking at it from above, it <br /> is shaped like an "HI!. The two side bars are 12 feet in length <br /> and the .connecting boom is 6 feet in length. <br /> As one can see from the rear view of the amended proposed <br /> antennae setup, the antennae and mast would be virtually <br /> invisible from the street in the retracted position. <br /> . From a procedural standpoint, the Council should probably <br /> have Mr. Kahnke come before it next Monday night to discuss the <br /> changes he is making in his revised proposal and then to <br /> determine whether or not such changes are significant enough as <br /> to warrant another public hearing. Section VIr. D. of the Zoning <br /> Ordinance gives the Zoning Administrator the latitude to <br /> determine whether or not the requirements of a public hearing may <br /> be waived in the event of structural alterations or changes not <br /> specifically permitted by the Special Use Permit. Perhaps if Mr. <br /> Kahnke got his surrounding neighbors to consent in writing to the <br /> revised proposal, then the Council would have no difficulty in <br /> having the public hearing requirement waived and revising the <br /> Special Use Permit. I have contacted Mr. Kahnke's attorney and <br /> advised him that I think it would be helpful for him to secure <br /> written consents from the neighbors on either side of his <br /> residence in the very least and the neighbors in the immediate <br /> neighborhood at best. <br /> Very truly yours, <br /> .
