, -"
~
MEMORANDUM
. --------------------------------------------------------------------------
Date: October 9, 1987
To: Mayor and Council
. From: Patricia J. Morrison, Clerk Administrator
Re: Informational Items
--------------------------------------------------------------------------
1. RCWD Appointment: At the September 28 meeting, the matter of
appointment to RCWD arose. For the Council's information, the person
who had previously applied for the position was Rober~a Weltzin of
Shoreview.
2. RenderinR Plant - Subcommittee MeetinR: Dave Fridgen has scheduled
the informational meeting for Tuesday, October 13, from 7:00 to 9:00
p.m. at the Arden Hills Village Hall. He has requested Dodie
Kostishack, 1749 Venus, and Warren Wildes, 3209 Shorewood Drive, a
resident from New Brighton, and managers of the New Brighton plants
and the Arden Hills plant to be present; also, of course, extends
invitation to Arden Hills' Council to attend.
3. Certified Utility Accounts: For your information, 48 accounts were
. certified to the County (balance paid previous to submission to
County) . Total dollar amount certified was $29,775.74, out of which
Peerco Realty was responsible for $20,254.36 (includes 8% City and 8%
County penalties). As noted previously, under Sect. 28-l9(b), the
Council already has authority to turn off water.
. 4. County Road F: We have received a few calls from concerned residents
about the speed on County Road F, around Mounds View High School.
The posted speed is now at 40 mph. I requested that Officer Soderland
watch the area. On October 8, between 7:20 a.m. and 8:00 a.m., he
clocked 217 vehicles between County Road F and Valentine; the majority
of the cars were clocked around 38 to 40 mph.
Considering the amount of traffic; that it is a school area; that it
is also a residential area; and, that the road is somewhat winding and
hilly, the Council may wish to consider requesting the County lower
the speed limit to 30 mph on County Road F, between 35W and Snelling
Avenue.
5. Disposition of DORS: During Council discussion of Dr. Hedges' letter
at the last meeting, the question of liability and disposition of dogs
arose. Unless the Council desires additional prOVisions, as indicated
in the attached extract from the Code, authority is already in the
Code (Sec. 5-62) for disposition of unclaimed dogs.
6. Grey Fox Road Assessment Appeal: I spoke with Rob Plunkett on October
- 5 to determine status of Grey Fox Road assessment appeal. He is
waiting for a report from the City's appraiser. Blake Davis. Mr.
Plunkett also advised, unless the Council determines differently, it
.
