<br /> STATEMENT OF PROBLEM <br /> . The City of Shoreview recently requested that Ramsey County consider realignment of <br /> County Road I between Hamline Avenue and Lexington Avenue. A meeting was held <br /> with Ramsey County staff to discuss the need to consider improving the road, <br /> County Road I from Hamline Avenue to Lexington Avenue is not on a continuous <br /> alignment with County Road I east or west of this section. In order to travel east/west <br /> on County Road I, it is necessary to go north/south on Hamline Avenue for 600 feet <br /> and north/south on Lexington Avenue for 400 feet. There are difficulties at the <br /> intersection of County Road I and Lexington Avenue which need to be addressed. <br /> Development pressures are increasing and traffic on the road is anticipated to increase. <br /> A report has been prepared by Ramsey County Public Works Department outlining <br /> existing conditions and identifying alternative courses of action for the road. <br /> DESCRIPTION OF EXlSTlNG FACILITY <br /> County Road I (CSAH 3) is under the jurisdiction of Ramsey COWlty. The sec ti on <br /> between Hamline Avenue and Lexington Avenue is located within the City of Shoreview. <br /> From I-35W to Hamline Avenue, County Road I borders Arden Hills and Shoreview. <br /> East of Lexington Avenue it is located in Shoreview. The length of the seCltion of <br /> County Road I from Hamline Avenue to Lexington Avenue is .51 mile (Figure 1, Project <br /> Location Map), <br /> County Road I has a functional classification of collector. It connects neighborhoods <br /> . within and between subregions. It is the only through east/west route between 1-35 W <br /> and T.H. 49 for a distance of one mile to the north and two miles to the south. The <br /> current average daily traffic count is 3300. Projected traffic volumes for 2007 are 6600. <br /> The amount of right of way along County Road I is 80 feet. County Road I was <br /> constructed of bituminous in 1959. It is 24 feet wide except for the portion from <br /> 1000 feet west of Lexington Avenue to Lexington Avenue. That portion is 44 feet <br /> wide. The road has a variable width gravel shoulder. The speed limit is 40 miles per <br /> hour, At County Road I and Hamline Avenue, Hamline Avenue traffic stops for County <br /> Road I traffic, At the intersection of County Road I and Lexington Avenue, County <br /> Road I traffic stops for through traffic on Lexington A venue. Other intersecting streets. <br /> stop for County Road I traffic (Figure 2, Existing County Road n. <br /> Land use adjacent to County Road I is varied. Turtle Lake Elementary School and <br /> Lake Johanna Fire Station are located at the intersection of County Road I and Lexington <br /> Avenue. Ramsey COWlty has open space property, a cOWlty ditch and three ponding <br /> and drainage easement parcels along County Road L The Twin Cities Army Ammunition <br /> Plant is located south of COWlty Road I. <br /> The St. Paul Water Utility has two 60-inch conduits south of this section of County <br /> Road I. A sewer and water contractor and a few residences are located along County <br /> Road I. Single-family residences are also adjacent to the road. A 204-W1it residential <br /> development, Silver Thorn Estates, is being constructed north of County Road I. <br /> . <br /> 1 <br />
