October 1, 1987 <br /> Page two <br /> You allude in your letter that the opinion and views of the 40 <br /> m.p.h. ordinance does not reflect that of the user public. What is <br /> your basis? Where do you obtain your facts? If a 40 m.p.h. limit <br /> is not in the best interests of the USer public why did you place a <br /> 40 m.p.h. limit on Lake Owasso? I was personally involved in some <br /> of the canvassing of the lake residents. We restricted the petition <br /> to those persons who lived on the lake because of direct statements <br /> made to me that the council and the mayor were most interested in <br /> the views of the people who would be most directly affected by such <br /> an ordinance. I had many people approach me who requested to sign <br /> the petition but were not permitted to do so since we limited the <br /> signatures strictly to those persons on the lake. I could have <br /> provided a lot more signatures than those presented to the council. <br /> Finally. I won't be as ungracious to refer to you as an <br /> "unknowledgable person". I would suggest in the future that you <br /> first find out the background about the "unknowledgable persons" <br /> before you make allegations like that. You also allude to <br /> questionable materials, misrepresentations and hearsay. You make no <br /> specific reference to any misrepresentations and/or hearsay <br /> statements that were presented to the council in support of this <br /> amendment to the current ordinance. For your information, visual <br /> . observations are not hearsay. It seems strange to me that you <br /> didn't specifically identify those items to which you allude. <br /> You obviously have an opinion which you are entitled to express. <br /> Our country works on the basis of democracy and we are all free to <br /> express ourselves and to participate in the legislative process. <br /> I'm happy that you saw fit to do so. Your letter was written on <br /> American Water Ski Association letterhead. Back in the 1960's I too <br /> was a member of the American Water Ski Association. In using the <br /> letterhead of AWSA. were you in fact representing the American Water <br /> Ski Association in your official capacity as a representative or <br /> were you merely expressing your own personal opinion and using the <br /> stationery as additional unofficial support for your opinions? I <br /> note with interest that you failed to specify what authority and/or <br /> resolution that had been adopted by the local division of the <br /> American-Water Ski Association to support your representation of the <br /> AWSA. When I was a member of the American Water Ski Association <br /> back in the 60's it was always my belief that they promoted water <br /> safety for all users. I question whether the American Water Ski <br /> Association in fact would take a position with respect to speed on a <br /> lake where there is a safety factor involved with respect to speed. <br /> If you ever wish to debate the issues with respect to safety <br /> relating to speed on Lake Johanna, I would be happy to sit down and <br /> . <br /> --- <br />
