Attachment C <br />Mister TM <br />To: City of Arden Hills Planning & Zoning Department <br />Attn: Elena Fransen, Senior Planner, Community Development <br />From: Christopher Campbell, Senior Project Manager <br />Mister Car Wash <br />Date: February 5, 2024 <br />Subj: Mister Car Wash —Arden Hills, MN <br />3751 Lexington Avenue North <br />Project Narrative (3rd Amendment) <br />Applicant Interest <br />Mister Car Wash ("Mister") is pleased to present an addendum to our project narrative of December <br />6, 2023. Subsequent to the January 3, 2024 Planning Commission hearing, the Mister project team <br />reviewed the feedback from the Commissioners and made modifications to the project. Following <br />are updates to the flexibilities sought at the Planning Commission hearing. <br />Building Positioning <br />Mister is requesting flexibility with the building positioning by locating the building with an <br />approximate 80' setback as shown in Image A. Section 1325.05 Subd. 8.E.1 of the Arden Hills City <br />Code requires at least fifty percent (50%) of the largest building on each site to be constructed at <br />the front setback line. <br />Due to the narrowness of the site (-125'), the building must be laid out east/west, with the tunnel <br />exit fronting Lexington Avenue. If the building were brought to the setback line to comply with <br />code, as shown in Image B, the tunnel exit drive would terminate across from an existing driveway <br />center island, creating an unsafe and almost impossible condition for customers to turn left and re- <br />enter the site to utilize the vacuums and/or patronize adjacent businesses. Additionally, the exit <br />driveway would encroach into the twenty (20') foot landscape and parking setback. <br />Mister has sited the building approximately 80' behind the right of way, which is as close to the <br />building setback line as possible, while still allowing for safe maneuvering at the tunnel exit and <br />throughout the site. This positioning brings the Mister building 50' feet closer to the right of way <br />than the existing restaurant building. <br />
