CONSENT ITEM — 8C <br />'It <br />EN HILLS <br />MEMORANDUM <br />DATE: February 12, 2024 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Dave Perrault, City Administrator <br />SUBJECT: Rice Creek Commons Alternative Urban Areawide Review Update <br />Budgeted Amount: Actual Amount: Funding Source: <br />$50,000 $39,500 General Fund <br />Council Should Consider <br />Motion to approve, table or deny the following: <br />• Rice Creek Commons (TCAAP) Alternative Urban Areawide Review (AUAR) Update <br />Background <br />As part of preparing for the Rice Creek Commons development, the City conducted an AUAR in <br />2014 for the project. AUAR's are required to be updated every five years until the development <br />has been given final approval, an update was completed in 2019 and the project is due for an <br />update in 2024. The Council did direct Staff to bring a proposal forward for approval in 2023; <br />however, that was delayed as the City considered changes to the regulating plan. The process is designed to look at the <br />cumulative impacts of anticipated development scenarios within a given geographic area. <br />The updated proposal for Council to approve can be found under Attachment A. The biggest <br />differences between the 2019 update and the update being proposed is the addition of a traffic <br />study. Kimley Horn believes the traffic study is necessary as it has not been updated since 2014, <br />and traffic data is generally good for three to five years. <br />Page 1 of 2 <br />
