<br /> Minutes of the Regular Planning Commission Meeting, November 4, 1987 <br /> ~ "Page 6 <br /> TRNG CNTR (Cont'd) The Planner discussed two categories the facility could <br /> fall under; if the training center is considered as a <br /> "public facility" it would be considered through the Special Use Permit <br /> application, otherwise, if the project is considered as a "office/warehouse <br /> . facility" (which is not permitted in an R-l District), it would be considered <br /> as a Rezoning application. <br /> Miller explained that representatives working on the project have indicated <br /> they would request sewer and water utilities fr?m Arden Hills; which may <br /> provide a basis for the City to negotiate specific issues of concern to <br /> residents and staff. <br /> The Planner advised that a local architectural firm has been retained and a <br /> copy of the plans for the project are on file at the Village Hall. He briefly <br /> reviewed the exterior building materials proposed and displayed the building <br /> interior plan. <br /> Commission members discussed with the Planner issues of concern; he suggested <br /> the Planning Commission as a group may elect to give input relative to traffic <br /> access and visual impact on adjacent residential areas. <br /> Miller also pointed out that the area is in a Shoreline District; he has <br /> contacted the DNR and questioned if State mandated restrictions would apply to <br /> the property, as they are quite stringent. He has not yet received an opinion <br /> on the matter. <br /> Member Zehm questioned when the project would begin. <br /> The Planner advised that bids are scheduled to be received in the fall of 1989; <br /> construction on the project would probably begin in 1.990, with completion in <br /> . 1991. <br /> Member Malone recommended the Planning Commission forward the following <br /> statement to the Council, for their review and additional comments, and request <br /> that the information be forwarded to the proper authorities in charge of the <br /> project: <br /> The Arden Hills Planning Commission has reviewed the plans submitted for a <br /> training facility to be located on the Arsenal property, on the northwest <br /> corner of Lexington Avenue and Highway 96, and forwards the following <br /> concerns relative to the project for your review: <br /> 1. If such a facility need be constructed in the City of Arden Hills, we <br /> recommend the developers strive to minimize the visual impact of the <br /> facility on residents by providing sufficient screening between the <br /> site and adjacent residential areas, or by locating the proposed <br /> buildings further from visual range. <br /> 2. We further recommend that traffic ingress/egress be located solely on <br /> Lexington Avenue~ <br /> 3. We formally request information be provided to the City of Arden Hills <br /> relative to use of the facility which would address nuisance issues <br /> which would impact the City and its residents, as listed below: <br /> a) Lighting, b) Noise, c) Odors, and, d) Pollutants or Toxic Materials. <br /> 4. We also recommend that the proposed buildings be utilized to provide <br /> screening of the equipment currently stored or any proposed to be <br /> . stored in the future on the site. <br /> Commission members voted unanimously in favor of the statement as proposed. <br /> - - <br />
