Paul Vacant Buildings and Nuisance Abatement Ordinances <br />(2) Revised Ordinance No. 251 <br /> <br />Dear Pat: <br /> <br />~ In connection with the above-referenced matters, I enclose herewith <br />photocopies of the st. paul Vacant Building and Nuisance Abatement <br />Ordinances and the original of my revised version of Ordinance <br />No. 251 which I have revised along the lines of our discussion at <br />the last Council meeting. <br /> <br />At the last Council meeting I was asked to provide Council with a <br />comparison between the City's Nuisance Chapter of the Code and the <br />St. Paul Nuisance Abatement and Vacant Buildings Ordinances. The <br />two st. Paul Ordinances are much more detailed and specific; the <br />Arden Hills' one is very general. For example, the St. Paul <br />Nuisance Abatement Ordinance had three different types of abatement <br />procedures -- an ordinary one, an emergency one where the nuisance <br />constitutes an immediate danger or hazard, and a substantial one <br />where the nuisance is estimated to exceed $2,000 or the abatement <br />is to involve the demolition of the building. Under the <br />nomenclature "abandoned building" in the St. Paul Nuisance <br />Abatement ordinance, a building or portion of a building which has <br />stood with an incomplete exterior shell for longer three years is <br />considered to be a "abandoned building" and, therefore, a nuisance. <br /> <br />If the Arden Hills' Nuisance Chapter were amended to utilize the <br />more specific and detailed approach of the st. paul Nuisance <br />Abatement Ordinance (i.e., the best features thereof), with a <br />specific provision added thereto which deals solely with incomplete <br />~ , construction, then the City would have the added leverage in these <br />~ matters of incomplete construction to require the owner to abate <br />the "nuisance".
