Motion carried unanimously. (4-0) <br /> SEWER LINE; HAMLINE Council was referred to the Public Safety/Works . <br /> Committee minutes of 9/24/87; relative to the sewer <br /> line dip on Hamline Avenue. <br /> Raddatz advised that either NSP, the phone company or the cable company caused <br /> pressure on the line, during construction, to Cause the d~p; SEH is researching <br /> the best method of repair. After discussion with John Lee of SEM, Raddatz <br /> stated they agreed that jacking the pipe, rather than digging up the street <br /> would be preferable and cause less damage, to the newly constructed street. <br /> OTHER BUSINESS <br /> BUDGET PREPARATION Councilmember Hansen suggested that Council meet with <br /> two representatives from the Finance Committee, <br /> Treasurer Frank Green and the Clerk Administrator, sometime after the first of <br /> the year, to discuss improving the budget preparation process. <br /> RCwn APPOINTMENT Councilmember Winiecki explained that Rice Creek <br /> Watershed was requesting a nomination for appointment <br /> to the Watershed District Board; Hansen recalled that the City had received a <br /> request for appointment to the Board; if the request cannot be located, she <br /> suggested Lloyd Scott be nominated for reappointment. <br /> PUNCH CARD VOTING Councilmember Winiecki questioned the status of the . <br /> SYSTEM DISCUSSION discussions with Mr. Ed Lilbeck regarding the punch <br /> card voting system decertification by the State. <br /> Morrison reported that to date she has received no answer as to whether or not <br /> the present system will be upgraded to meet State requirements. She advised <br /> that if the equipment is not upgraded, there are two possibly options: 1) <br /> Purchase the Optiscan Voting Equipment or 2) Use Paper Ballots in the Primary <br /> Election and the Punch Card Equipment for the General Election. <br /> Morrison also suggested that the Council could request our State Senator and <br /> Representative respond to our situation and intercede if possible. <br /> LIBRARY BOARD Councilmember Winiecki reported that the Ramsey County <br /> Board of Commissioners has requested two persons to <br /> serve on the Library Board; if interested they may contact Bonnie at 298-4243. <br /> LJVFD OPEN HOUSE Councilmember Winiecki reported on the Open House at <br /> the three fire stations in conjunction with Fire <br /> Prevention Week; dates and times are on Cable Channel. . <br /> HIGHWAY 96 STUDY Councilmember Sather reported that the Planner from the <br /> City of Shoreview has requested we respond to the <br /> Highway 96 Study report; he suggested Council discuss this matter at the <br /> October 12th Regular Council meeting and prepare a formal statement. Sather <br /> suggested the Clerk Administrator may contact Thomas Mulcahy, representative to <br /> the Hwy. 96 Study Committee, and request his attendance at the meeting for <br /> update on Committee activities. <br /> CENSUS INFORMATION Mayor Woodburn referred Council to the invitation from <br /> Metropolitan Council to the City for participation in <br /> preparing for the 1990 Census. <br /> REPORT OF CLERK ADMINISTRATOR <br /> LIC/PERMIT: Council was referred to the request for a retail sales <br /> LA MIRAGE license at LaMirage, located in Arden Plaza Shopping <br /> Center and a request for a temporary sign permit for an <br /> aerial sign during the Grand Opening to be held in late October 1987. <br /> Council discussed the type of business operation at the location; Clerk <br /> Administrator advised that they offer a variety of beautician services, . <br /> including manicures, pedicures, massage and color coordination. She noted that <br /> after discussion with the Zoning Administrator it was determined that the <br /> massage was permitted under Section 13.5-3 (c) (1) of the Arden Hills Code. <br />
