<br />Minutes of the Regular4ll6ncil Meeting, August 31, 198~ <br />Page 6 <br /> <br />, <br /> <br />Council questioned the plans for enlargement of the <br />watermain on Hamline Avenue. <br /> <br />WATERMAIN ENLGHT <br />RAMLINE AVENUE <br /> <br />Engineer Christoffersen explained that the matter will be reviewed, after the <br />water tower is in service, and a determination made regarding the enlargement <br />of the watermain. <br /> <br />. <br /> <br />REPORT OF PARKS DIRECTOR <br /> <br />FALL PROGRAM <br /> <br />Council was referred to Parks Director's outline for <br />the 1987 Fall Program. <br /> <br />Buckley advised that the children's programs had increased and the programs <br />were provided for both Island Lake and Valentine Hills Schools, due to the <br />difference in school dismissal times. <br /> <br />Hansen moved, seconded by Sather, that Council approve <br />the 1987 Fall Program Proposal, as outlined by the Parks Director. Motion <br />carried unanimously. (5-0) <br /> <br />NO. SNELLING PK. <br />DEVELOPMENT PLAN <br /> <br />Council was referred to Buckley's memorandum (8-27-87), <br />which outlined the development schedule for North <br />Snelling Park. <br /> <br />Buckley advised that the Planner had presented three preliminary development <br />plans for the park to the Parks Committee on April 22; the Committee <br />recommended the plan attached to the memorandum. He stated that the plan was <br />submitted this evening for Council information and review; the proposed plan ... <br />will be submitted to the Finance Committee for their review. <br /> <br />There was discussion relative to the expense for the tennis courts and hard <br />court basketball; Buckley noted that there are no tennis courts in that area of <br />the Village and most of the residents were eager for the courts. <br /> <br />FALL FESTIVAL RPT. <br /> <br />The Parks Director reviewed the activities scheduled <br />for the Fall Festival, which will be held on Saturday, <br />activities will be centered in the Arden Plaza Shopping <br /> <br />September l2; most <br />Mall. <br /> <br />Council noted that Pot O'Gold Bingo was listed on the posters for the festival; <br />Buckley stated that they were planning to hold Bingo games at the Arden Plaza <br />Mall, in conjunction with the Fall Festival. <br /> <br />Council requested the Village staff review this matter to determine if it is <br />lawful to hold a bingo at a different location than issued on the gambling <br />license and determine if any other requirements would have to be met. <br /> <br />PARK IMPROVEMENTS <br /> <br />Council was referred to Buckley's memorandum (g-27-87) <br />relative to 1987 Park Improvements. <br /> <br />... <br /> <br />Buckley advised that he had received quotes from two contractors for the four <br />projects proposed in the park improvements; he recommended Council approve the <br />low quotes in each project and requested a time extension of the approval in <br />the event further quotes were received. <br /> <br />Council questioned if it was necessary to call for bids on these proposed <br />improvements; noting the total cost of the improvements was over $15,000. <br />Buckley advised Council that the projects will be accomplished on an individual <br />basis. After discussion, Council requested staff review this matter with the <br />Attorney for his determination on the necessity of calling for bids for such <br />projects. <br /> <br />Moved by Sather, seconded by Winiecki, that Council <br />approve the four 1987 Park Improvement projects, and, furthermore, that the <br />company submitting the lowest quote for each individual project, prior to <br />September 4, 1987, be granted'the project. Motion carried unanimously. (5-0) <br /> <br />COMPLETION OF <br />RESD. CONSTR. <br /> <br />Council was referred to Planner's memorandum of <br />8-17-87; regarding guidelines for completion of <br />residential construction. <br /> <br />, <br /> <br />Planner Miller explained that he had contacted several communities to <br />investigate their method of controlling timely completion of residential <br />construction. He found that most communities contacted depended solely on <br />provision of the Uniform Building Code, which requires "continual work <br />progress" to avoid suspension of a building permit. <br /> <br />the <br />
