Hansen advised that Roseville had not received complaints regarding <br />the boats on the lake and preferred not to change the boating direction. <br /> <br />WEED COMPLAINT; <br />NEAR NORTHWOODS <br /> <br />Councilmember Winiecki commented that it was her <br />opinion the property located on both sides of the <br />Opus Northwoods development was unsightly and unkept. <br /> <br />Winiecki suggested staff determine the owner of the property to the west, as <br />well as the east, and direct the standard weed letter to both property owners. <br /> <br />MOUNDS VIEW PIING <br /> <br />Mayor Woodburn asked for Council comments relative to <br />controlling the parking situation near Mounds View <br />School during the 1987-88 school year. <br /> <br />After discussion, Council concluded the "No Parking" signs, posted last spring, <br />should remain in place at this time. <br /> <br />POLICY RE; RELIG. <br />GROUP REQUESTS <br /> <br />Council discussed establishing a policy regarding <br />requests from religious groups; such as the resolution <br />passed this evening upon request of the Baha'i faith, <br /> <br />Council concluded that such requests should be reviewed by administrative <br />staff, prior to submission to Council, and resolutions should be judicious in <br />language as to separation of church and government. <br /> <br />DELIQUENT UTILITIES Mayor Woodburn asked Council to consider setting a <br />limit, either monetary or by percentage, at which a <br />utility bill may be delinquent before the water would be turned off. He <br />suggested this matter be discussed at a future meeting. <br /> <br />REPORT OF CLERK ADMINISTRATOR <br /> <br />RES. #87-49; SPEC. <br />ASSESSMENT HEARING <br /> <br />Moved by Peck, seconded by Hansen, that Council ratify <br />Resolution No. 87-49, SCHEDULING PUBLIC HEARING ON <br />SPECIAL ASSESSMENTS FOR DELINQUENT UTILITY BILLS, <br />DISEASED TREE REMOVAL AND ROSEVILLE WATER CONNECTION. Motion carried <br />unanimously. (5-0) <br /> <br />RES. 1/87-55; <br />LABOR CONTR. <br /> <br />Moved by Hansen, seconded by Peck, that Council approve <br />Resolution No. 87-55, APPROVING 1987 ADDENDUM TO THE <br />1986 LABOR AGREEMENT WITH INTERNATIONAL UNION OF <br />LOCAL NO. 49. Motion carried unanimously. (5-0) <br /> <br />OPERATING ENGINEERS <br /> <br />1987 SALARIES <br /> <br />Council was referred to the 1987 Salary Schedule for <br />the Village employees. <br /> <br />Clerk Administrator Horrison reviewed the salary increases for the employees. <br /> <br />Mayor Woodburn questioned the Community Service Officer's hourly wage being <br />less than the janitorial person; suggested this could be discussed at a budget <br />meeting. <br /> <br />Moved by Hansen, seconded by Peck, that Council approve <br />the 1987 Salary Schedule for Village employees, as outlined by the Clerk <br />Administrator. Motion carried unanimously. (5-0) <br /> <br />CLAIMS & PAYROLL <br /> <br />Peck moved, seconded by Hansen, that Council approve <br />Claims and Payroll as submitted. Hotion carried. (5-0) <br />
