<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />J <br /> <br />MINUTES OF THE ARD~LS REGULAR COUNCIL MEETING <br />Monday, July 27, 1987, 7:00 p.m. - Village Hall <br /> <br />. <br /> <br />CALL TO ORDER <br /> <br />Pursuant to due call and notice thereof, Hayor Woodburn <br />called the meeting to order at 7:00 p.m. <br /> <br />ROLL CALL The roll being called the following members were <br />present: Mayor Woodburn, Councilmembers Nancy Hansen <br />and Gary Peck. Also present: Attorney James Lynden, Engineers Don <br />Christoffersen and Barry Peters, Public Works Supervisor Robert Raddatz, Clerk <br />Administrator Patricia Horrison and Deputy Clerk Catherine Iago. <br /> <br />CLOSED MEETING - <br />LABOR NEGOTIATIONS <br /> <br />Council discussed labor negotiations at a closed <br />meeting between 7:00 and 7:30 p.m. <br />, <br /> <br />APPROVE HlNUTES Council discussed the motion for approval of the <br />air-supported structure for the Arden Hills Club (page <br />4); expressed concerns relative to parking proximity to structure as outlined <br />,in the Uniform Fire Code. After discussion Council concurred that if a problem <br />arises relative to the parking requirements pertaining to air-supported <br />structures the matter should be returned to Council for consideration. <br /> <br />Peck moved, seconded by Hansen, that Council approve <br />the minutes qf the Regular Council meeting of July 13, 1987, as submitted.. <br />Hotion carried unanimously. (3-0) <br /> <br />OTHER BUSINESS <br />REO. LIO. LIC. <br /> <br />Chul Chung, owner of Charlie Chung's restaurant, <br />appeared before the Council to discuss his request <br />for an On-Sale Liquor License; Council was referred to <br />a letter from Hr. Chung dated July 18, 1987, stating his reasons for the <br />request. Chung stated he had discussed the matter with the Deputy Clerk and was <br />told that there are no liquor licenses available. <br /> <br />Clerk Administrator Horrison explained that State Statutes allow 6 On-Sale <br />Liquor Licenses to be issued by Statutory Cities with population between 5,000 <br />and 10,000. <br /> <br />There was discussion relative to the census figures, population projections and <br />current population figure for Arden Hills. <br /> <br />Chung stated that State Liquor Control advised cities could issue more <br />licenses; also questioned if off-sale or club license~ were available in Arden <br />Hll~." <br /> <br />Horrison explained that the question of an. additional license would have to be <br />placed on the ballot at an election; she noted that generally metropolitan area <br />cities do not issue more licenses than the State allows. She further adVised <br />that she would research the off-sale and club license question and contact Hr. <br />Chung. <br /> <br />RES. 87-37: ASSMT. <br />GLENHILL IHPRVHT. <br /> <br />Council was referred to Resolution 87-37, re: Glenhill <br />Avenue improvement assessments. <br /> <br />Barry Peters, SEH, discussed the computations for the total cost of the <br />improvement; he noted that this is a joint project with the City of Roseville <br />and that Arden Hills proportionate share of the total cost would be 46%. Peters <br />asked for Council guidelines for amount.to be assessed and method of assessing <br />the benefitted property owners. <br /> <br />Council concurred that the amount to be assessed should remain at 50% as stated <br />in the resolution; they noted that this percentage can be reduced but not <br />exceeded. After discussion, Council concurred that the assessments should be <br />on a per lot basis for the Glenhill Improvement. <br /> <br />Council questioned the terminology in item #2" of the resolution: It..without <br />regard to cash valuation,.. It; Attorney Lynden stated this is a standard <br />resolution and he would evaluate if the terminology should be stricken. <br /> <br />Hoved by Hansen, seconded by Peck, that Council approve <br />Resolution No. 87-37, RESOLUTION RELATING TO IMPROVEMENT NO. P-ST-87-1 GLENHILL <br />DECLARING COSTS TO BE ASSESSED AND ORDERING PREPARATION OF PROPOSED ASSESSMENT <br />ROLLS; furthermore, that Council determined up to 50% of the costs may be <br />assessed to affected property owners, calculated on a per lot basis. Motion <br />carried unanimously. (3-0) . <br />
