<br />-. <br /> <br />. <br /> <br />. <br /> <br />~~ <br /> <br />.. <br /> <br />. <br /> <br />. <br /> <br />MEMO RE: Council Work Session, 7/15/87, 8:00'p.m. <br /> <br />Present: <br /> <br />Mayor Woodburn, Councilman Peck, Clerk Administrator <br />Patricia J, Morrison <br /> <br />-------------------------------------------------------------------------- <br /> <br />Pot 0 Gold Restaurant License <br />Those present discussed Planner Miller and Attorney Lynden's <br />interpretation of the Code relating to definition of a fast food <br />restaurant, and determined the license application should be returned to <br />Council 7/27 for reconsideration. <br /> <br />Hamline/Hi~hway 96 Site <br />The Clerk Administrator presented information Mr. Lynden had given as <br />Stoplestad's first offer: <br /> <br />1. Retention of the most easterly 55,720 square feet for Daybridge Day <br />Care Center; (total site: 258,624) <br />2. Predicated on Council concurrence with #1; sale to City of balance of <br />202,904) square feet as follows: <br />$15,808, payable at time of purchase, $25,000, payable 9/87, when <br />title closed. Balance of $345,000 as follows: (segregated by parcel) <br />$115,000 payable January I, 1988 (no interest) <br />$123,000 payable January I, 1989* <br />$131,000 payable January I, 1990* <br /> <br />*Includes unstated interest factor of 7% (or additional 12 cents per <br />foot). <br /> <br />Stoplestad not interested in full cash settlement. <br /> <br />Mayor Woodburn and Councilman Peck asked that the following counter-offer <br />be made to Stoplestad: <br /> <br />1. Reservation of driveway easement south edge of site, off Hamline. <br />2. Easterly 55,720 square feet reserved for Daybridge Day Care Center. <br />3. $15,808 payable at time of purchase. <br />$25,000 payable 9/87 when title cleared. <br />Balance of $345,000 as follows: (segregated by parcel) <br />$115,000 payable January 1, 1988 (no interest) <br />Balance at $1.90 per square foot with 6% interest <br />or <br />Balance at $2.00 per square foot without interest. <br /> <br />Councilman Peck requested determination be made of investment rates which <br />could be anticipated, to analyze most advantageous payment method. <br /> <br />Comparable Worth <br />The proposed program, as prepared by the Clerk Administrator, for <br />implementation of comparable worth was discussed and reviewed, <br /> <br />Councilman Peck questioned whether the 90% range was to be interpreted as <br />a beginning salary. Morrison suggested it need not be, that varying <br />ranges could be established, as long as an attempt was made to incorporate <br />
