ARDEN HILLS CITY COUNCIL—JANUARY 8, 2024 13 <br /> 11. The City of Arden Hills is proposing to amend ordinance language consistent with the <br /> Comprehensive Plan Amendments as required by State Law within the Neighborhood <br /> Residential and Flex Office Zoning Districts. <br /> 12. The TRC ordinance amendments would allow for medium and large multi-family <br /> residential land uses outlined in the TRC land use chart as Permitted with Criteria with the <br /> Neighborhood Residential,NR-4 Zoning District. <br /> 13. The proposed ordinance will include amendments to the language of Chapter 13 —Zoning <br /> Code, Section 1380—TCAAP Redevelopment Code. <br /> 14. The City is proposing to rezone approximately 32.4 acres in the southwest corner of the <br /> Subject Property for consistency and implementation of future land uses as set out in the <br /> goals of the City's Comprehensive Plan. <br /> 15. The proposed amendment in the City's TCAAP Redevelopment Code advances adopted <br /> 2040 Comprehensive Plan the goals and policies as set forth in Chapter 6 — Land Use and <br /> Chapter 7 — Housing by broadening the housing types in the Neighborhood Residential <br /> Zoning District. <br /> 16. Amendments to the Comprehensive Plan and Zoning Code regulations require a public <br /> hearing prior to action by the City Council. <br /> 17. If the zoning amendments were approved, the Developer would be required to submit a <br /> land use application that would be subject to the formal review process. <br /> 18. The Planning Commission conducted a public hearing for the Comprehensive Plan <br /> Amendments, Rezoning and TRC Ordinance Amendments on December 6, 2023. <br /> Community Development Director Jagoe explained the Planning Commission reviewed this <br /> application at their December 6, 2023 meeting. At that time, they recommended approval of <br /> Planning Case 23-021 for Comprehensive Plan Amendments, Rezoning, and TRC Code <br /> Amendments to Chapter 13 by a 4-2 vote (Commissioner Wicklund abstained). The following are <br /> motion language options for the City Council to consider. <br /> MOTION: Councilmember Fabel moved and Councilmember Monson seconded a <br /> motion to adopt Ordinance 2024-001 for Planning Case 23-021 for Zoning <br /> Code Amendments to Chapter 13, Section 1380 - TCAAP Redevelopment <br /> Code and Rezoning to add and amend language for residential land uses and <br /> increase residential density up to 1,960 units within the regulating plan for <br /> TCAAP. <br /> Councilmember Monson explained she served on the JDA and she supported the proposed land <br /> use and rezoning recommendations. She reported the previous Council's did a lot of work, which <br /> included Councilmember Holden and Mayor Grant. She believed the City Council was now being <br /> asked to carry the water the last mile because of the work that had already been done. She thanked <br /> Councilmember Holden and Mayor Grant for all of the work they had done. She stated it was her <br /> hope this motion would have the support of five votes. <br /> Councilmember Rousseau indicated this project has been going on for a long time. She noted in <br /> 1941 the Army used eminent domain to take over this land. She recognized that this development <br /> would be something new for Arden Hills. However, she believed it was a very exciting <br /> opportunity for the City. <br /> Councilmember Holden stated 1,960 units was a great number. She indicated her only concern <br /> was with the fact there has been no negotiations between the City and the County. Rather there <br />
