ARDEN HILLS CITY COUNCIL—JANUARY 8, 2024 4 <br /> George Winiecke, 4175 Old Highway 10, explained he has been before the Council several <br /> times. He wished the Council would go back to the original plan and not move forward with the <br /> new plan. He stated he did not trust the traffic count studies. <br /> Mayor Grant asked that the residents wishing to speak regarding TCAAP to speak under Item <br /> IOB. <br /> Mark Kelliher, 3712 Chatham Court, read a prepared statement regarding his experience on the <br /> PTRC. He expressed concerns about changes in the composition of members appointed to the <br /> PTRC and about Councilmember Rousseau's leadership and actions as the Council's Liaison to <br /> the PTRC. He stated that he felt that Councilmember Rousseau had humiliated him and tendered <br /> his resignation from the PTRC. <br /> Ann Hall, 4276 Norma Avenue, wondered if the City should examine how many women have <br /> served on the PTRC over the years, or how diverse this Commission has been. She indicated she <br /> was thrilled to see Councilmember Rousseau running for Council and she believed it was <br /> important to have women serving on the City Council. She thanked Councilmembers Rousseau, <br /> Monson and Holden for their service. She explained she has found Councilmember Rousseau to <br /> be respectful. <br /> A number of public comments were made via Zoom that were deemed inappropriate and not <br /> relevant to the City. On the advice of the City Attorney, Public Inquiries was ended early. Mayor <br /> Grant noted these comments do not represent Arden Hills. <br /> 4. November 27, 2023, Regular City Council <br /> MOTION: Councilmember Monson moved and Councilmember Holden seconded a <br /> motion to approve the November 27, 2023, Special City Council Work Session <br /> meeting minutes as presented and the November 27, 2023, Regular City <br /> Council meeting minutes as amended.
