<br />, <br /> <br />~ <br /> <br />MINUTES OF SPECIAL COUNCIL MEETING <br />Village of Arden Hills <br />July 8, 1987, 6:00 p.m. <br />Village Hall <br /> <br />. <br /> <br />Present: <br /> <br />Acting Mayor Nancy Hansen. Councilman Tom Sather, City Attorney <br />Jim Lynden, LJVFD Chief Dan Winkel, Deputy Chief Dave <br />Christiansen, Clerk Administrator'Patricia J. Morrison <br /> <br />Consideration of Purchase: Hiahwav 96/Hamline Property <br />Those present received (a) a letter from James Stolpestad, attorney for 96 <br />Hamline Partners Limited, indicating the asking price for the property was <br />$2.25 per square foot and setting forth costs for three various-sized parcels <br />at approximately 1.79 acres: $175.518; 4.22 acres: $413,721; 5.94 acres: <br />$581,905, and conditions of purchase; 'and (2) a memo from Orlyn Miller <br />indicating interest, by Rand-Maur Corporation, in an alternate method of <br />financing purchase of, and construction on, the site. <br /> <br />Acting Mayor Hansen asked the Fire Chief's opinion of the site. Winkel advised <br />for fire station purposes, the site would be appropriate (as the site needs to <br />be north oj 694), but expressed concern with recruitment of firefighters. He <br />further advised he felt, as a Public Works employee, that land was needed for <br />expansion and questioned if there was an easement east of Hamline. <br /> <br />. <br /> <br />Councilman Sather urged purchase of the full parcel and recommended a title <br />search be obtained. In response to Hansen's question, Attorney Lynden advised <br />the City need not be concerned with construction of the day care facility, as <br />this was a private matter between the day care people and owner of the <br />property. <br /> <br />Those present discussed the advantages and disadvantages of purchasing a part. <br />or all, of the parcel. Councilman'Sather reminded those present that the <br />Hamline/96 area was a designated Gateway area. <br /> <br />Hansen advised she felt at least two acres should be purchased; however, <br />expressed concern with purchasing the full parcel. <br /> <br />Mr. Lynden advised he would discuss financing and costs with Mr. Stolpestad, <br />and would attend the July 13 meeting of the Council to report his findings. <br /> <br />Fire Contract <br />The Fire Chief adVised he had not had an opportunity to review the contract; <br />the Board was meeting on the 14th; he could report to Council within 1-1/2 to 2 <br />weeks after this meeting. <br /> <br />. <br /> <br />Hansen stated she would like Arden Hills to stand independent, from Shoreview <br />and North Oaks. with the Fire Contract, and that the Council would await the <br />Chief's report. <br /> <br />Comparable Worth <br />The Clerk Administrator distributed a proposed salary administration <br />implementation program to Sather and Hansen. to address the Comparable Worth <br />law; she asked for response from the Council. <br /> <br />
