<br />. . <br /> <br />Minutes of Special Council Meeting <br />Village of Arden Hills <br />Monday, June 1, 1987, 5:30 p.m. <br />Village Hall <br /> <br />~ Call to Order <br />The meeting was called to order at 5:30 p.m. by Mayor Woodburn. <br /> <br />Roll Call: <br />Present: <br /> <br />Mayor Robert Woodburn, Councilmembers Tom Sather, Nancy <br />Hansen, and Jeanne Winiecki <br />Councilmember Gary Peck <br />Clerk Administrator Patricia J. Morrison <br /> <br />Absent: <br />Also Present: <br /> <br />Long Range Fire Protection Plan <br />Alternatives were discussed, i.e.: <br /> <br />1. <br /> <br />Long term contract with Shoreview and North Oaks, with Lake <br />Johanna Volunteer Fire Department (as has existed in past). <br />Arden Hills construct and equip second station in Arden Hills and <br />remain in contract with Lake Johanna Volunteer Fire Department. <br />Short term contract with Shoreview and North Oaks, with <br />anticipation of future construction of second Arden Hills <br />station. <br />Arden Hills working with North Oaks on long term basis for <br />coverage from Station #2. <br />Do nothing. <br />Option of creating a Fire District. <br /> <br />2. <br /> <br />3. <br /> <br />4. <br /> <br />~ <br /> <br />5. <br />6. <br /> <br />. <br /> <br />Discussion ensued as to: <br />- Purchasing of Station #1 at depreciated cost. <br />- That percentages remain fairly constant for three-city contribution <br />irregardless of method of computation (assessed value, runs, <br />population, etc.) <br />- Possibility of fire costs being treated budgetarily as department of <br />the City. <br />- The need for development of a Plan, and the need to follow through <br />with the Plan. <br />- Need to determine the level of acceptability for fire protection <br />services. <br />- Need to set standards. <br />- Need to differentiate between operational and capital costs for fire <br />protection. <br />- Need to look for possible sites for a second fire station in Arden <br />Hills to keep options open. <br />- Need for determination of ISO rating desired by City, desired level <br />of fire service wanted by residents. <br />- Method for ascertaining on-going accountability of the LJVFD. <br />- Desire to stay involved for fire services with the LJVFD. <br />- Need for a contingency plan with upcoming contract negotiations. <br />- The possibility and feasibility of purchasing Station #1 building <br />and equipment at the depreciated values, consideration of alternative <br />of moving Station #1. <br />- Need for consideration of hereafter purchasing equipment for LJVFD. <br />
