<br />.. . <br /> <br />MINUTES OF THE ARDEN HIt ~ SPECIAL COUNCIL MEETING <br />Wedneaday, April 29, 1987, 7:00 a.m. - Village Hall <br /> <br />CALL TO ORDER <br /> <br />Pursuant to due call and notice thereof, Mayor Woodburn <br />called the meeting to order at 7:00 p.m. <br /> <br />ROLL CALL <br />. <br /> <br />The roll being called the following members were <br />present: Mayor Robert Woodburn. Councilmembers Nancy <br />Hansen, Gary Peck, Thomas Sather and Jeanne Winiecki. <br /> <br />PARK DEDICATION; <br />KEITHSON ADDITION <br /> <br />Councilman Sather advised he had discussed the park <br />dedication for Keithson Addition with Mr.Eibensteiner <br />and had received an offer of $10,000.00 (10%) for park <br />dedication. <br /> <br />Moved by Hansen, seconded by Peck, that Council <br />approve the park dedication of $10,000.00 (10 percent of land value) for the <br />Keithson Addition; payable in the amount of $769.23 per lot (based on 13 lots) <br />or by July I, 1987, whichever comes first. Motion carried unanimously. (5-0) <br /> <br />DISC. OF JOINT <br />FIRE STATION" 114 <br /> <br />Councilmember Hansen reviewed reasons favoring Arden <br />Hills remaining in the Joint Powers Agreement with the <br />City of Shoreview for Fire Station #4: <br /> <br />- Cooperative working with neighboring cities is important. <br />- Maintain unity in the Lake Johanna Volunteer Fire Department. <br />- Cost sharing may be cost effective. <br /> <br />. <br /> <br />Mayor Woodburn reviewed reasons opposing continuance with the Joint Powers <br />Agreement for Station 04: <br /> <br />-Cooperation for cooperations sake may not necessarily be to Arden <br />Hills advantage. <br />-Lake Johanna Fire Department may stay unified; independent system, in <br />the long run may be more beneficial. <br />-Costs are high and will continue to increase with additional equipment; <br />may not be a savings. <br />-Arden Hills receives little coverage with the Island Lake Site; maybe some <br />manpower. <br /> <br />Counci1member Peck commented: <br /> <br />-Cooperation is important. <br />-Joint venture somtimes has a losing side. <br />-Money is an issue. <br />-Are we ready? <br /> <br />There was general discussion on land choice, reservations, recruitment of <br />firefighters, types of equipment and mutual aid pact. <br /> <br />. <br /> <br />Moved by Hansen, seconded by Peck, that Council <br />reconsider the motion from the Regular Council meeting of April 27, 1987, <br />relative to withdrawal from the Joint Powers Agreement with the City of <br />Shoreview for Fire Station #4. Motion carried. (Hansen, Peck, Woodburn, <br />Winiecki voting in favor; Sather opposed) (4-1 I. <br /> <br />Moved by Hansen, seconded by Peck, that the Arden Hills <br />Village Council hereby formally withdraws from the Joint Powers Agreement, <br />dated October 13, 1986, with the City of Shoreview, for the construction of <br />Fire Station #4, located at the Island Lake Site. Motion carried. (Hansen, <br />Peck, Woodburn, Winiecki voting in favor; Sather opposed) (4-1) <br /> <br />JOINT MTG. DATE <br />WITH NORTH OAKS <br /> <br />suggested Thursday, <br /> <br />Council discussed tentative dates for a joint Council <br />meeting with the City of North Oaks, as per their <br />request dated April 9, 1987.
