NO. 81-21; <br />TAX FORFEITED PROP. <br /> <br />Planner Miller briefly reviewed his investigation of <br />the parcel identified as Outlot A, Briarknoll Plat Two, <br />in the City of Arden Hills. He noted that the property <br />is basically low-land, used as a drainage area, and the entire parcel is . <br />covered by drainage and utility easements. Rice Creek Watershed recommended the <br />City retain the easement; they may not have the power to retain such easements. <br />Miller advised that NSP also retains an easement on one corner of the property. <br /> <br />After discussion, Council consensus was to forfeit the land. <br /> <br />approve Resolution No. <br />CLASSIFICATION. Motion <br /> <br />Moved by Hansen, seconded by Sather, that Council <br />81-21, RESOLUTION RELATING TO FORFEITED LAND AND LAND <br />carried unanimously, (5-0) <br /> <br />NORTH SUB. YOUTH <br />SERVICES REPORT <br /> <br />Mayor Woodburn introduced David Wilmes, Executive <br />Director, and George Marks, Board Chairman of the <br />North Suburban Youth Services Bureau. <br /> <br />Wilmes provided Councilmembers with the activity report from last quarter and <br />the 1986 Annual Report. He summarized current programs, recent funding problems <br />and projected goals. Wilmes reviewed the Senior Chore Program, which has <br />become a model for other Metro area cities. He stated he is leaving the Youth <br />Service Bureau with mixed feelings and has enjoyed working with the Village. <br /> <br />George Marks, Board Chairman, thanked the Council for their support of the _ <br />Youth Services Bureau and commended former Counci1member Dale Hicks for his <br />many contributions. <br /> <br />Marks introduced Kay Andrews, who will serve as Wilmes' successor. <br /> <br />Councilmember Hansen suggested that the Bureau continue to expand it's <br />advertisement of the programs. <br /> <br />REPORT OF CABLE <br />COHM. CHAIRMAN <br /> <br />Council was referred to the minutes of the Cable <br />Committee Meetins (4-9-87). <br /> <br />Chairman Bill Bauer explained the current voting procedures are based on <br />population (one vote per 5,000 population), and the NSCC is reviewing a <br />procedure whereby proportionate representation would be based on the number of <br />subscribers or franchise fees. He stated any change would have little effect on <br />Arden Hills, since we now have 6.45% of the vote and with proportionate revenue <br />we would receive 6.39%. Bauer advised that if a change occurs, it will require <br />Council approval and he asked for Council direction. <br /> <br />After discussion, Council consensus was that the cities that are most impacted <br />by the change should make the decision. <br /> <br />Bauer advised that the next major issue discussed by the Cable Commission WOUld- <br />be public access. <br /> <br />REQ. FOR NO PKING. <br />SO. SIDE CO. RD, E <br /> <br />Council was referred to the Public Safety/Works <br />Committee Meeting (4-16-87), re: the request for no <br />parking on the south side of County Road E, from Lake <br />high voltage power lines. <br /> <br />Johanna Blvd., to the <br /> <br />Councilmember Hansen reported that she had checked the number of parking spaces <br />with Deputy Herbst and found there were over 200 spaces (not including the boat <br />trailer parking); at 2 or 3 persons per car there would be 400-600 people using <br />the beach. She cited swimming safety, safety of persons walking to the beach, <br />and erosion of the ditches in the area as factors for approving the no parking <br />request. Ken Lausen at Ramsey County adVised he would prefer to have all County <br />Roads posted no parking. Hansen also discussed with Lausen the concept of <br />charging fees for for lake usage; the County advised if the Village wants to <br />charge fees they can take over the maintenance of the park. In discussions <br />w.ith New Brighton City Manager, this will be the first year they will charge <br />for usage of the park; Hansen noted this may increase the number of persons <br />using Lake Johanna. <br /> <br />Hansen stated the ditch erosion damage is mostly from the high voltage lines to . <br />New Brighton Road and it would be more practical and effective to restrict the <br />parking past the high voltage lines; also for enforcement purposes. <br /> <br />Hansen moved, seconded by Winiecki, that Council <br />request Ramsey County to restrict parking on the south side of County Road E <br />from Lake Johanna Bo"levard to New Brighten Road. Motion carried unanimously. <br />
