LIGHT (CONT'D) Hansen moved, seconded by Peck, that Council supports the Public Safety/Works Committee recommendation for denial of the street light request, at the intersection of Prior and Jerrold, based on the rationale listed in the Committee Minutes of 4-16-87 and, furthermore, that Council recommends the residents pursue the option of a private security light at that location. Motion carried unanimously. (5-0) . HOUSE NUMBERING Council was referred to PS/W Committee Minutes (4-16-87), recommending the preparation of "door hanaers" explaining the importance of visible house o\llllbers and the pbn for distribution of all Arden Hills residents whose homes are inadequately identified. Hansen moved, seconded by Peck, that Council direct the Public Safety/Works Committee and Administrative staff to prepare the "door hangers" explaining the importance of visible house numbers. Motion carried unanimously. (5-0) FIRE STATION #4 Council was referred to PS/W Committee minutes (4-16-87), relative to the extent of participation with Shoreview in Fire Station #4. Committee consensus was that Arden Hills Council consider participating only in the pruchase of an aerial truck and consider purchasing a parcel of land in the north end of Arden Hills (preferably next to the Public Works Building) for use as a future fire station. It was noted that the Committee determined the purchase of land essential should Shoreview elect to have its own fire department. REPORT ON ISO RATING Paul Malone reviewed for Council the effect of ISO Insurance Ratings on the City insurance premi\lllls. He explained how he had attempted to determine justification of expenditures for new equipment, in terms of benefits. Essentially the ISO rating system runs from one to ten; one being the best rating, ten the worst. He explained how the point ratings affected commercial properties insurance premiums; noting that the amount of money saved by decreasing the ISO rating is not substantial. . Malone advised that the ISO rating for the City was originally done in 1975 and updated in 1980, using the 1975 data and brought into the current rating system. There are three classification categories, our rating was 6 (49.37 total points). The categories are: 1. Alarms - of a possible 10 pts.; we received 4 pts., 2. Fire Department - 50 pts. available; we received 19.36. 3. Water - 40 pts. available; we received 34.87. Malone pointed out that additional points could be gained on improvements that have already been made since 1975. He advised that he and the Fire Chief were going to compile a current point rating using up-to-date information. Council was referred to a diagram which displayed the radius of coverage from each of the proposed fire station locations. Malone noted the difference in . coverage for the Village with a centrally located station versus the Island Lake Site. Councilmembers commended Malone on his presentation and thanked him for the information. REPORT OF PUBLIC WORKS SUPERVISOR Council was referred to Raddatz's memorandum (4-24-87) requesting the City extend the watermain on property owned by him. Raddatz noted that he had discussed the Engineer, who would draw up plans, under the City's guidelines, project. The project costs .would be reimbursed by Raddatz. REQ. WATERMAIN EXTENSION HWY 10 matter with the and inspect the Council suggested that Raddatz submit a development agreement for review by the City Attorney and return to Council for final approval. Hansen moved, seconded by Peck, that Council approve the request for a watermain extension on Old Highway 10, as outlined in the memorandum from Public Works Supervisor dated 4-24-87, authorize plans and specifications be drawn, and furthermore, that Raddatz submit a development ... agreement for review by the City Attorney.
