<br />. <br /> <br />. <br /> <br />MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING <br />Monday, April 13, 1987, 7:00 p.m. - Village Hall <br /> <br />CALL TO ORDER <br /> <br />Pursuant to due call and notice thereof, Mayor Pro-Tem <br />Peck called the meeting to order at 7:00 p.m. <br /> <br />'. <br /> <br />ROLL CALL The roll being called the following members were <br />present: Mayor Pro-Tem Gary Peck, Councilmembers Thomas <br />Sather and Jeanne Winiecki. Also present were Planner Orlvn Miller, Parks <br />Director John Buckley, Public Works Director Robert Raddatz, Clerk <br />Administrator Patricia Morrison and Deputy Clerk Catherine Iago. <br /> <br />CLOSED MTG. <br />LABOR NEG' S <br /> <br />Council discussed labor negotiations from 7:00 p.m. to <br />7:30 p.m. <br /> <br />APPT. MAYOR <br />PRO-TEM <br /> <br />Moved by Sather, seconded by Winiecki, that <br />Councilmember Peck be appointed to serve as Mayor <br />Pro-Tem. Hotion carried unanimously. (3-0) <br /> <br />OATH OF OFFICE <br /> <br />Mayor Pro-Tem Peck administered the oath of office to <br />Councilmember Winiecki. Councilmembers Peck and Sather <br />welcomed Jeanne and offered their congratulations on <br />her appointment. <br /> <br />CASE #87-07; SUP, <br />1830 W. CO. RD. E <br />H. SCHMIDT <br /> <br />Mayor Pro-Tem advised Mrs. Schmidt had submitted a <br />letter, dated 4-13-87, withdrawing her application <br />for the Special Use Permit and notifying the Village <br />that the property will comply with Zoning Code <br />regulations effective May 1st. <br /> <br />. <br /> <br />CASE 1/87-09; <br />SETBACK VAR. <br />3290 SANDEEN <br /> <br />Council was referred to the letter from the Board of <br />Appeals Chair Barbara Piotrowski, dated 4-13-87. <br />stating the Board had not heard this case. <br /> <br />After discussion, Council consensus was to continue this matter, to give the <br />Board an opportunity to hold a meeting and make a recommendation to Council. <br /> <br />Moved by Sather. seconded by Winiecki. that Case No. <br />87-09. Setback Variances for 3290 Sandeen Road, be held until the next regular <br />Council meeting of April 27th, so that the Board of Appeals has an opportunity <br />to hear the application and make recommendation to Council. Hotion carried <br />unanimously. (3-0) <br /> <br />REZONING; HWY 96 Council was referred to the letter, dated 4-7-87, re: <br />AND HAMLINE AVE. continuance of the rezoning due to the fact only three <br />JACKSON-SCOTT Councilmembers would be present at the April 13th <br />meeting and approval of a Rezoning requires four votes. It was Council <br />consensus that this matter be continued to the re~lar Council meeting of April <br />27th. <br /> <br />. <br /> <br />APPROVE HlNUTES <br /> <br />Sather moved. seconded by Peck, that Council approve <br />the minutes of the Regular Council meeting of March 30. <br />1987, as submitted. Hotion carried. (Sather and Peck <br />voting in favor; Winiecki abstained) (2-0-1) <br /> <br />BUSINESS FROM FLOOR <br /> <br />NO PKING SIGNS <br />LK. JOHANNA BLVD. <br /> <br />Stephen Gericki. 1840 West County Road E. appeared to <br />discuss his request for no parking along the south side <br />of County Road E. from Lake Johanna Blvd. west to the <br />high voltage power lines. <br /> <br />Councilman Sather questioned if Arden Hills had jurisdiction over a County <br />road; he suggested Gericke contact Ramsey County. <br /> <br />Gericke stated he had contac~ed the County and was advised to submit the <br />request to Arden Hills; the County would consider a recommendation from Arden <br />Hills relative to the signs. <br /> <br />. <br /> <br />Clark Adair. 3491 Lake Johanna Blvd.. supported the no parking signs. He <br />explained that pedestrians walk in the traffic lane; emergency vehicle access <br />is also limited. <br /> <br />After discussion, Council concurred to refer this matter to the Public <br />Safety/Works Committee for study and recommendation. Council also reminded <br />residents that the no parking signs would apply to them also. <br />
