<br />. <br /> <br />. <br /> <br />MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING <br />Monday, February 9, 1987, 7100 p.m. - Village Hall <br /> <br />. <br /> <br />CALL TO <br />Q!YJ!R <br /> <br />Pursuant to due call and notice thereof, Mayor Woodburn <br />called the meeting to order at 7:00 p.m. <br /> <br />ROLL CALL The roll being called the following members were <br />present: Mayor Woodburn, Councilmembers Nancy Hansen, <br />Dale Hicks, Gary Peck and Thomas Sather. Also present were Attorney James <br />Lynden, Treasurer Donald Lamb, Engineer Donald Christoffersen, Barry Peters, <br />Public Works Supervisor Robert Raddatz, Clerk Administrator Pstricia Morrison <br />and Deputy Clerk Catherine Iago. <br /> <br />CLOSED MTG. <br />LABOR NEG'S <br /> <br />Council dicusaed labor negoti~tions from 7100-7:30 p.m. <br /> <br />APPROVE MINUTES Hoved by Hicks, seconded by Peck, that Council approve <br />the Minutes of January 26th, with the following <br />corrections: Page 3. paragraph 8, change to read: "Amendment to motion <br />passed." <br />Page 5. under Fire Board Report - Schoonover Property, delete: <br />"(10% of purchase price)". <br />Page 6, motion regarding purchase of telephone system, to read: <br />"...additional monies to be expended from the General Fund <br />reserve, to eliminate interest costs." <br />Motion carried unanimously. (5-0) <br /> <br />. <br /> <br />BUSINESS FROM FLOOR <br /> <br />None. <br /> <br />~ County Commissioner Duane McCarty was in attendance at <br />the Council meeting. He advised the Councilmembers he <br />noted Council concerns in the minutes of 1/12/87, regarding the possible <br />assessment cost increases to Arden Hills for improvements to County Road D due <br />to the reclassification. McCarty advised the formula for assessing the <br />improvement costs to the City will not change because the road is reclassified. <br /> <br />Council was referred to letter from Attorney Lynden <br />(1-26-87), regarding the status of the condemnation <br />of the Naegele property. Attorney Lynden stated the <br />appraisal for the property should.be received by the end <br />of this week. He explained the appeal process and reviewed the hearing date; <br />noting that on February 26th, Don Christoffersen or Barry Peters would be <br />present to testify, if another hearing is necessary, it will be held on Karch <br />3rd. <br /> <br />CONDEMNATION <br />STATUS/NAEGELE <br />PROPERTY <br /> <br />Engineer advised that it may be necessary to hold another public hearing, if <br />the bids come in substantially higher than the bids previously received. <br /> <br />. <br /> <br />There was discussion regarding if credit toward assessments would be given for <br />easements received. Engineer and Attorney were unsure; both advised the would <br />research the matter. <br /> <br />ASSESSMENT POLICY <br />ROAD RECONSTRUCTION <br /> <br />Council was referred to previous discussions regarding <br />establishing a general assessment policy for road <br />reconstruction. <br /> <br />Barry Peters reviewed surrounding communities assessment policies. Don <br />Christoffersen reviewed assessments costs for new subdivisions, to give Council <br />some dollar figures for comparison purposes. He noted that any policy <br />established by Council will have to be supported by an appraisal; also advised <br />that some communities assess at a flat dollar rate that can be increased each <br />year (or decreased) according to the construction cost index. <br /> <br />Attorney Lynden discussed the Ad Hoc approach to assessments; also suggested an <br />appraiser could set up a policy for residential and commercial properties. He <br />commented that should the likelihood of an appeal exist, an appraiser could be <br />retained to appraise that specific property before and after the improvement. <br /> <br />. <br />
