NOTICE Council instructed the Clerk Administrator to publish a <br />notice, in compliance with the open meeting law, that <br />Council may hold a social function on March 7th in honor of Councilman Hicks. <br /> <br />Hicks advised that he would be absent for the next two Council meetings and the <br />March Planning Commission meeting. <br /> <br />RES. NO. 87-08; <br />ACCEPTING <br />RESIGNATION <br /> <br />Hansen moved, seconded by Peck, that Council adopt <br />Resolution No. 87-08, RESOLUTION ACCEPTING RESIGNATION <br />AND DECLARING THAT A VACANCY EXISTS AS COUNCIL MEMBER. <br />Motion carried unanimously. (5-0) <br /> <br />In discussion, Council consensus was to set a deadline of March 3rd, at 4:30 <br />p.m, for acceptance of applications for the vacant Council position. Council <br />also requested staff placing a notice for the vacancy in the New Brighton <br />Bulletin, Focus and on the Cable channel. <br /> <br />COMPARABLE WORTH <br /> <br />The Clerk Administrator reported that an appeals <br />committee for comparable worth had previously been <br />recommended in 1985. <br /> <br />. <br /> <br />Mayor Woodburn advised that the Committee appointed at the January 26, 1987 <br />Council meeting would be the operative committee. <br /> <br />REPORT OF CLERK ADMINISTRATOR <br /> <br />PERMANENT APPTMT. <br />DEPUTY CLERK <br /> <br />The Clerk Administrator advised Council that Mrs. Iago <br />will complete her six month probationary period <br />effective March 3, 1987. In accordance with Sec. 19.8 of <br />the Personnel Code, Morrison and Mrs. McNiesh have conducted an evaluation of <br />Cathy's job performance and received her ideas relative to job content (see <br />memorandum of 2/6/87). Morrison advised that she had done a salary comparison <br />for the position using the Stanton survey: recommendation for salary increase <br />is noted in the memorandum of 2/6/87. <br /> <br />Morrison stated that based on Cathy's job performance evaluation by McNiesh and <br />herself and the salary comparison study, she is recommending that Council <br />approve Mrs. Iago's placement on full-time permanent status and .also approve a <br />5% salary increase, commencing with the March 2nd payroll period. ' <br /> <br />Moved by Sather, seconded by Hansen, that Council <br />approve the recommendation of the Clerk Administrator to place Catherine Iago <br />on permanent full-time status and approve a 5% salary increase. commencing with <br />the March 2, 1987 payroll period. <br /> <br />. APPORTIONMENT <br />RESOLUTIONS <br /> <br />Hansen moved, seconded by Sather, that Council adopt the <br />following apportionment Resolutions: <br /> <br />Resolution No. 87-9, RESOLUTION RELATING TO APPORTIONMENT OF ASSESSMENTS <br />RELATING TO WATER IMPROVEMENT NO. 68-1. <br /> <br />Resolution No. 87-10, RESOLUTION RELATING TO APPORTIONMENT OF ASSESSMENTS <br />RELATING TO COMBINED IMPROVEMENT W-77-5 AND W-78-2. <br /> <br />Resolution No. 87-11, RESOLUTION RELATING TO APPORTIONMENT OF ASSESSMENTS <br />RELATING TO CONSOLIDATED SANITARY SEWER IMPROVEMENTS NOS. 12 AND 13. <br /> <br />Motion carried unanimously. (5-0) <br /> <br />CLAIMS & PAYROLL <br /> <br />Moved by Hicks, seconded by Sather, that Council approve <br />Claims and Payroll as submitted. Motion carried <br />unanimously (5-0) <br /> <br />CAPITAL IMPROVE- <br />MENT PLAN <br /> <br />Council discussed the financial obligations of the <br />Village which are eminent and expressed concern as to <br />how these obligations will be met. <br /> <br />. <br /> <br />Mayor Woodburn suggested that staff members draft a 5-year capital improvement <br />plan that the Finance Committee and Council could study. <br /> <br />~ <br />
