Each specific development as it is proposed should be compared with <br />the general plan to determine the following: <br /> <br />. <br /> <br />. a) Adherence to the general intent and purpose of the overall plan; <br />b) Relationship to existing and potential future development; and <br />c) Is the development equal to 0 r better than that noted on the <br />general plan at any given time. <br /> <br />The first step is to reach a concensus on the following: <br /> <br />a) Agreement that some long-range goals and policy are necessary; and <br />b) The nature of the long-range goals and policy. <br /> <br />The most successful ventures of this type are attained where the private interests <br />involved assume the planning responsibility. More detailed planning by a public <br />agency is not normally desirable nor has it much effect unless the land is in public <br />ownership. In this instance, it would be advontageous for the property owners to <br />present further plans they themselves have developed rather than further and more <br />detailed planning by public interests. <br /> <br />. <br />
