ROLL CALL The roll being called the following members were present: <br /> Chairman Dennis Probst, Members Dave Carlson, Peter <br /> Martin, Raymond McGraw, Scott Petersen, Barbara Piotrowski and Robert Woodburn. <br /> Absent: Members Dan Ashbach, Jeanne Winiecki, Dorothy Zehm and Robert Curtis. <br /> Also present: Planner John Bergly and Deputy Clerk Catherine Iago. <br /> APPROVE MINUTES Chairman Probst referred to page 3, paragraph 1, oS- the <br /> 12/6/89 minutes and noted the last sentence should be <br /> corrected as only the southerly access driveway of the Roberts development on <br /> Lexington Avenue is aligned with the proposed access to the Target development in <br /> Shoreview. <br /> Carlson moved, seconded by Martin, that the Decemhcr 6, <br /> 1989 Planning Commission minutes be approved as corrected. Motion carried <br /> unanimously. (7-0) <br /> PUBLIC HEARING <br /> CASE 1189-20; SUP Chairman Probst opened the Public Hearing at 7: 3.1) p.m. <br /> SATELLITE ANTENNA to consider the application for a Special Use Permit to <br /> 4444 ROUND LK. RD, allow a 6-ft. diameter satellite dish antenn8. At \,J < W. <br /> W.W. GRAINGERS Graingers, 4444 Round Lake Road West. <br /> Deputy Clerk Iago verified publication of the Notice of Hearing in the New <br /> Brighton Bulletin on November 22, 1989 and mailing to the affected property <br />. owners on 11/22/89 and 12/22/89. <br /> 12/6/89 and displayed 2 <br /> Planner Bergly briefly referred to his report dated <br /> diagram with three possible locations for the proposed dish antenna; one location <br /> being a roof-mount on the building, the other two locations shown are ground <br /> locations. Bergly explained the applicant had chosen an alternate loc"tion for <br /> the antenna which is a ground mounted location on the south side of trJ.: building <br /> and at the top of a steep slope. The Planner indicated a preferable lou, ion, at <br /> the south side of the building placed at the bottom of this slope. He eXplained <br /> this preferable location was discussed with the applicant and it did not appe2r <br /> there were any objections to the antenna placement at the bottom of the slope. <br /> The Planner advised he had reviewed the site from the east side of Round lake, as <br /> discussed by Member Winiecki. It is his observation the antenna should not be <br /> visible from the residential properties on the east side of the lake. Bergly <br /> noted there is no parking to the rear of this site, as previously indicated by <br /> Member Winiecki, and that the building is setback further from the lake than <br /> other buildings in the area. He referred to his report of 12-6-89, ceccmmending <br /> approval of the SUP be contingent upon screening of the antenna, whe.theo:: it is <br /> roof or ground mounted. <br /> There was discussion relative to the size of the dish and the proposed locations. <br /> The Planner stated he was unsure why the applicant is proposing the 6-ft. dish <br /> rather than a smaller size. He noted the ground mounted location sho~Jn at the <br />. bottom of the steep slope would limit the amount of screening of the antenna. <br /> Bergly explained the applicant preferred the roof-mounted location al explained <br /> the roof mounted dish was less susceptible to vandalism and required _ess <br /> maintenance. <br /> Chairman Probst noted the applicant was not present. He asked if there was anyone <br /> present who wished to be heard regarding this matter. There was no :response. <br /> Chairman Probst closed the public hearing at 7:45 p.m. <br />
