AGENDA ITEM — 3F <br />,-ARZEN HILLS <br />MEMORANDUM <br />DATE: March 11, 2024 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Jessica Jagoe, Community Development Director <br />SUBJECT: RFP Community Development Consultant — Ordinance Updates <br />Budgeted Amount: Actual Amount: Funding Source: <br />$80,000 (2024/2025) TBD General Fund <br />Council Should Consider the Following <br />The City Council should discuss and provide feedback on the draft Request for Proposals for the <br />solicitation of a planning consultant to perform professional services to update the zoning and <br />subdivision ordinances in the city code. <br />Background <br />At the April 17, 2023 Work Session meeting, the City Council held a discussion on if, or how, <br />City ordinances may be restrictive to residents wanting to remodel or add -on to their home. This <br />discussion included the prioritization for review of other previously identified code amendments <br />that have been assembled over time. At this meeting, the consensus of the City Council was to <br />utilize a planning consultant to facilitate a complete update of the zoning code and subdivision <br />ordinance. A consultant would lead the development of the general text, format updates, <br />illustrations, and recommended amendments. The scope of services would include public <br />outreach, drafting of document, public hearings, and up to final codification. <br />Discussion <br />Staff is looking for Council comment on the draft language included in the Request for <br />Proposals. The City Attorney has reviewed and approved the RFP as drafted. As originally <br />anticipated, staff has set a tentative project timeline of approximately 18 months. The scope of <br />services for drafting of the code updates has scheduled into two phases (i.e. minor and major <br />updates). The first phase is intended to get the consultant started right away on making <br />recommendations to remove inconsistencies and formatting that could be adopted midway <br />through the project. Then the second phase would be categorized as major updates where <br />discussion occurs on the list assembled of current ordinances and/or new development standards <br />to meet current market trends for residential and commercial development that the Council may <br />Page 1 of 2 <br />
