AGENDA ITEM — 3K <br />-t1 DEN HILLS <br />MEMORANDUM <br />DATE: March 11, 2024 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Dave Perrault, City Administrator <br />SUBJECT: Future Agenda Setting/Council Priorities/Future Topic Discussion <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Council should discuss how to approach future agendas and how priority items are set. <br />Backl4round <br />Council has previously discussed how agendas are set, as well as how items are added to agendas <br />and what items are given priority. In the past, the Mayor has worked with the City Administrator <br />on agenda setting, and has generally allowed items at Council's request to be placed on agendas. <br />This process has been generally agreed to by Council, but is not a formal policy. This process <br />has worked well in -terms of flexibility; however, it is lacking in -terms allowing the Council to <br />truly set their agenda in -advance and allow Staff enough lead time to properly prepare items. <br />Council may want to consider a more formalized method of agenda setting that would give the <br />entire Council more control over future agendas. The cons of a more formalized process would <br />be it would remove a level of flexibility for agendas from meeting to meeting. Each City is <br />different in how they set their agendas, some cities operate similar to Arden Hills and some have <br />a formal policy, there is not a true right or wrong answer. Should Council want to consider a <br />formal policy, Staff would consider something like the below: <br />• At each City Council work session, at end of the meeting Council will review its <br />subsequent work session's proposed agenda (with our new meeting schedule this would <br />happen approximately every two weeks). <br />• Council will agree to the proposed items, or make changes as it sees fit. <br />• Should an individual Councilmember want to raise an item for discussion at the next <br />meeting or in the future, they would do so during this review period. The item would <br />need at least one other Councilmember to agree to having the item considered for future <br />Page 1 of 2 <br />
