Berger, city Administrator <br />SUBJECT: Recycling Day Change <br />------------------------------------------------------------------- <br />------------------------------------------------------------------- <br />Attached is a flyer notifying Arden Hills residents of a change in <br />their recycling collection day. Chris Reinhardt, President of E-Z <br />Recycling, has inquired several times in the past months as to <br />changing the day. His reasons for suggesting this include the <br />following: <br /> <br />1. Changing the collection day to Wednesday would put Arden Hills <br />in a position where they are not competing with other cities, <br />who have chosen Tuesday. Therefore collections would be <br />completed between 1 and 2 P.M., as opposed to between 6 and 7 <br />PM. <br /> <br />2. If we change the day to Wednesday, this is the day after the <br />current curbside collection day and people could just simply <br />leave their material out for collection if they forget that <br />the day was changed. <br /> <br />. 3. In order to implement the change, E-Z Recycling would hire a <br />company to hand deliver flyers to all residents' mail boxes <br />notifying them of the change. Also, they would put a flyer in <br />the recycling bins for one pickup to inform current recyclers <br />of the change. Additionally, City staff will have a flyer <br />printed in the Town Crier and a notice placed in the New <br />Brighton Bulletin. <br /> <br />4. Also, E-Z Recycling has offered to begin a weekly colletion on <br />Wednesday. This would mean more collection for residents and <br />that they would know that their recycling materials would be <br />picked up every Wednesday morning. This would not mean any <br />increased cost for the city except that of paying for <br />increased collection, which is the goal of recycling. <br /> <br />RECOMMENDATION: <br /> <br />I have mixed feelings about making a recommendation since we have <br />had no problems with the current collection day. The rational <br />offered by E-Z Recycling is convincing, but one could successfully <br />argue that other cities should have their collection day changed <br />and Arden Hills left alone. (Chris Reinhart will be present at <br />the Council meeting). I would recommend that Council change the <br />day to Wednesday and on a weekly basis, if Council is agreeable. <br />NOTE: I spoke with Councilmember Hansen before she left town and <br />she is definitely against changing the recycling day. <br />. <br /> <br />GRB:madlr <br />attachment <br />
