In Delta's opinion these charges seem excessive in <br />light of work actually completed in addition to that originally defined and lack of documentation of <br />person hours used by Environet to complete the additional work. A summary of our opinions is <br />presented below. Finally, Mr. Charles Tye, of Environet, Inc., has been notified by Delta with regard <br />to the content of our opinions. Additional negotiation regarding Environet's requests should take <br />place between the Village of Arden Hills and Environet, Inc. <br />Item 1: Delta feels that a portion of Environet's request for this item is valid. Because site <br /> conditions had deteriorated due to vandalism and the expense of abatement equipment <br /> used by Environet did not justify leaving it unattended for overnight periods, removal of <br /> that equipment on a nightly basis was necessary. The seven days requested by Environet <br /> is more than was actually necessary to adequately protect their investment. The first and <br /> last day of work operations and movement of necessary equipment should be considered <br /> part of mobilization and demobilization costs incorporated into Environet's base bid. In <br /> addition, the first day of site work was primarily spent in preparing the work areas for <br /> removal; very little of the expensive equipment is necessary for this function. Delta <br /> recommends that 5 days, at 4 person hours per day at $35.00 per hour be accepted by the <br /> Village of Arden Hills. Total cost for this item shonld be $700.00. <br />Item 2: Delta observed that a total of 2 person hours were necessary to accomplish removal and <br /> disposal of the 13 foot insulated pipe run, The $30.00 material and disposal charge is . <br /> reasonable and fair. The total cost for this item should be $100. <br />Item 3: Environet's request for adjustment of additionallahor and disposal costs for material that <br /> appeared on the job site is excessive. Four (4) person hours were observed to have been <br /> needed by Environet and a total of 23 bags and 1 barrel of waste were removed from Ihis <br /> work area for base bid work and for the additional material removed. Delta is <br /> recommending that 4 person hours at $35.00 per hour and material and disposal costs of <br /> $33.00 be accepted for this additional work.
