Raddatz, Public Works Supervisor <br /> Re: Long Range Plans, City Hall Complex <br /> ------------------------------------------------------ - -- <br /> ---------------------------------------------------------------- <br /> Some time ago the Council directed the staff to present recommendations <br /> for future facility needs. We began by looking at the present facilities, <br /> their condition, and the maintenance they require. One drawing showing <br /> possible remodeling of the City Hall, providing for much-needed additional <br /> room, was prepared. <br /> The plans were then taken to the Public Safety/Works Committee for their <br /> reconunendation. We discussed the condition of the existing buildings, <br /> what needed to be done if they were remodeled, etc. The entire committee <br /> felt the existing building should not be remodeled; no more money should <br /> be put into it; a new building should be constructed. <br /> Problems which would have to be overcome with the existing building . <br /> incl ude: <br /> 1. The insulation in the new part is'insufficient, and in the <br /> Council chambers non-existent. <br /> 2. The electrical service is insufficient to run equipment. <br /> 3. The heating system would have to be re-done in the future. <br /> 4. The roof leaks, and would have to be re-done. <br /> 5. We have limited work space. <br /> 6. The windows should be re-done. <br /> 7. We should re-do and add additional rest rooms (handicapped). <br /> 8. We need lunchroom facilities. <br /> 9. The work flow/traffic pattern is not efficient. <br /> 10. Audio and lighting is not sufficient, i.e. Council chambers do <br /> not lend themselves to audio or tv. <br /> 11. We need additional storage room. <br /> 12. We need more parking space. <br /> Most of these problems need to be addressed whether the present building <br /> is enlarged, or a new building is constructed. Putting money into the old <br /> building would not be a wise investment. <br /> The cost estimate of remodeling/adding on would be around $230,000. The <br /> building of a complete new building would be close to $400,000. Ways to <br /> finance would be: <br /> 1. Issue bonds - this would require a vote by residents. Advantage <br /> would be that all the building could be done at once (City Hall, . <br /> maintenance building, salt/sand storage). We could have a <br /> 20-year payback plan at an interest rate of 7.25%. Disadvantage <br /> would be bonding costs added to issuance. <br /> . - <br />
