<br /> ---------.------.- <br /> ,~. . <br /> 7 <br /> .....,......... , <br /> / . <br /> METROPOLITAN COUNCIL <br /> Mears Park Centre, 230 East Fifth Street, St. Paul, Minnesota 55101 <br /> DATE: January 9, 1990 <br /> TO: John Bergly, Wehrman Bergly Associates <br /> FROM: Robert Overby, Planner <br /> SUBJECT: Gateway Business District Plan Amendment, Arden Hills <br /> Following are some comments on the plan amendment, based on my <br /> conversations with you and Karen Lyons of our staff. <br /> Some of the transportation concerns raised by Karen include: <br /> - impact of the proposed plan change on the mainline operation of 1-351' <br /> (not just the turnlane ramps); <br /> - maximum level of development (intensity of land use) for the site; <br /> - a discussion of how travel demand management could reduce the number . <br /> of trips generated by the planned new development; and <br /> - how the city could reduce the amount of parking space that will serve <br /> the development - in order to further reduce the number of trips <br /> generated from the site. <br /> I believe that Karen may have told you that, ideally, the city should <br /> provide the Council with information on the above matters. However, she <br /> told me that their review of the city's plan amendment can proceed, given <br /> the information she now has. <br /> In our recent phone conversation, you explained that the city's engineer <br /> will be providing information to me about the sewage flows before and after <br /> the proposed development. You also indicated to me that the city believes <br /> that the surface water controls of the local watershed management <br /> organization should be adequate to regulate the flow of surface water from <br /> this development site, and thereby prevent or mitigate any impacts on the <br /> water quality of Round Lake. We would appreciate it very much if you or <br /> the city would notify the watershed district of this proposed plan <br /> amendment, and obtain their comments about how the surface water runoff <br /> and possible impacts will be managed. Providing the above information <br /> would allow the Council's Natural Resources staff to evaluate it as part of <br /> their review and comment on the proposed plan amendment. <br /> The final point I wish to restate is that I promised to send you a draft of . <br /> the report on this plan amendment a.nd meet with you and other Council staff <br /> to discuss it, prior to our sending it to the MCD Committee. <br /> -.......----- <br />
