'l"'he appointee <br /> individual would probably be the ei ther an elected off icial o~c . <br /> the chief administrative official of each City_ The cOTn.mi t tee <br /> would be created by a joint powers agreement or at 1122"s t a letter <br /> or understanding among the comrCluni t les to give ' ~ SOme official <br /> ~L <br /> status.. However I the corn.mi t tee 'NOlJ.Id have no formal po"\.\;'ers to <br /> bind any city contractually or financially_ I would sug~fest tll.at <br /> tl1e committee have a regular meeting schedule of at least once <br /> per month and possibly biweekly. The committee should have a <br /> chairperson who would be responsible for the ag-enua, ca,lling <br /> special meetings, and keeping the meetings running smoothly and <br /> on-time. ry'he chair should be rotated on a regular basis ~ITlong the <br /> communities according to a predetermined schedule. <br /> The benefits of formally creating a comilli t tee ''''',lould inClude: <br /> l.
