ROLL CALL The roll being called the following members were present: <br /> Mayor Thomas Sather, Councilmembers Nancy Hansen, Paul <br /> Malone, and Thomas Mahowald. Absent: Councilmember JoAnn Growe. Also present: <br /> Planner John Bergly, Engineer Terry Maurer, Public Works Supervisor Dan Winkel, <br /> Park Director John Buckley, Clerk Administrator Gary Berger and Deputy Clerk <br /> Catherine Iago. <br /> PERFORM. APPRAISAL; Council conducted the annual performance appraisal for <br /> PARK DIRECTOR Park Director John Buckley between 6:30 and 7:30 p.m. <br /> ADOPT Hansen moved, seconded by Malone, to adopt the February <br /> AGENDA 12 Council Agenda as submitted. Motion carried <br /> unanimously. (4-0) <br /> APPROVE NINUTES Mahowald moved, seconded by Malone, to approve the <br /> minutes of the 1-22-90 Council Worksession and the <br /> 1-29-90 Regular Council Meeting as submitted. Motion carried unanimously. (4-0) <br /> CONSENT CALENDAR Mahowald moved, seconded by Malone, to adopt the Consent <br /> Calendar for the February 12, 1990 meeting and authorize <br /> execution of all necessary documents contained therein: <br /> a. Approval of Request to Attend Minnesota Park & Recreation Directors Annual <br /> Conference. <br /> b. Approval of Charitable Gambling License Renewal for City of Lakes Sweet <br /> . Adelines. <br /> c. Approval of Retail Sales License for Blue Bell Ice Cream. <br /> d. Approval of Resolution No. 90-07, Final Payment, Oak Avenue Improvement <br /> Proj ect. <br /> e, Approval of List of Claims and Payroll. <br /> t iI\\!.,\.l (4-0) <br /> PUBLIC COMMENTS None. <br /> UPDATE; METROPOLITAN Council was referred to a memorandum from Planner Bergly <br /> COUNCIL CONCERNS; dated 2-12-90, regarding the Metropolitan Council staff <br /> RE: GB DISTRICT concerns relating to the proposed GB District, as <br /> outlined in their letter dated 2-2-90. <br /> The Planner explained that some of the concerns expressed by the Metropolitan <br /> Council were resolved at a meeting between City representatives and Met Council <br /> staff. <br /> Planner Bergly reviewed the four concerns discussed in the Metropolitan Council <br /> letter and staff recommendations for inclusion in the Ordinance and Comprehensive <br /> Plan Amendment. He summarized the Met Council recommendations: <br /> 1. That a traffic impact study be done for the entire district, rather than on a <br /> project-by-project basis. Investigate potential peak traffic problems created by <br /> development of different types and intensities as related to: <br /> . a. West Round Lake Road and Highway ~h:, intersection <br /> b. I-3SW and Highway 96 interchange <br /> c. Mainline I-3SW <br /> d. Other site access (bridges over 1-3SW and/or Highway 10) <br /> ". <br />
