As of December 31, <br /> 1989, the City's construction fund balance was $195,228. The 1990 allotment <br />. will be $187,400, of which $183,545 are construction funds and $3,855 are <br /> mainteDance funds. Therefore, the City's construction fund has a balance of <br /> $378,773 available in 1990. <br /> The State Aid system has a provision whereby cities are penalized with an <br /> allotment reduction if they do not use their construction funds. The City <br /> of Arden Hills will be affected by this rule if they do not have a MSA <br /> project bid and the contract awarded by mid 1991. The City should keep this <br /> deadline in mind as they discuss the pavement management program, the <br /> assessment policy, and plan for upcoming projects. <br /> The City is allowed to designate a total of 6.23 miles of MSA routes. <br /> Currently, including Red Fox Road, the City has 5.18 miles de~ignated. This <br /> includes 3.18 miles of imDroved roads and 2.00 miles of non-existing roads. <br /> lhe non-existing portion ~s the extension ot Hamline Avenue between TH 96 <br /> and County Road I. <br /> The City currently has 1.05 miles of undesignated mileage. We should <br /> consider designating additional routes to utilize this mileage, which will <br /> also keep the City's annual allotment at its maximum level. One potential <br /> route designation would be Round Lake Road from TH 96 through the Gateway <br /> Business District over TH 10 and up old Snelling Avenue to TH 96. This <br /> potentially could accomplish getting Snelling on the MSA system and address <br /> some of the Metropo 1 i tan Counci I 's concerns about addi t i ona 1 access poi nts <br /> as development in the Gateway Business District occurs.
