Buckley, Parks Director <br /> SUBJECT: 1990 Shade Tree Program <br /> --------------------------------------------------------------------------- <br /> --------------------------------------------------------------------------- <br /> The removal of diseased elm trees has remained fairly level over the past <br /> five years. However, the City experienced a sharp increase in oak wilt <br /> disease in 1989. In 1988, 45 oaks were removed and in 1989, 264 oaks <br /> were removed. <br /> All trees have been under great stress for two years. The drought was <br /> very evident in 1989. If the drought continues, the oak losses will <br /> continue to be high this year. The drought-stressed oaks are also highly <br /> susceptible to another disease called two-lined chestnut borer (see <br />. attachment) . $14,194 is budgeted in 1990 to finance the Shade Tree <br /> Program. <br /> Tree inspector Dave Winkel, is scheduled to divide his time between park <br /> maintenance and the diseased tree program. During May and June, Dave's <br /> major responsibility will be park maintenance, however, one-half day per <br /> week will be allocated to tree inspections and response to citizen1s <br /> requests. During July, August and September, Dave's time will be directed <br /> to the tree program. During these months he will: <br /> - conduct a city-wide inspection to identify and mark trees for <br /> removal <br /> issue work orders to city tree contractor and supervise tree <br /> removal. <br /> inspect all work sites of the city contractor before issuing <br /> payment. <br /> 1990 Diseased Tree & Stump Removal <br /> I recommend that the 1990 Tree and Stump Removal contract be the same form <br /> as used in 1989. <br /> 1- The contractor's performance and payment bond is determined by the <br />. total payment made to the contractor the previous year. The 1989 <br /> payment for private property tree removal was $23,869.50. I reconunend <br /> the bond be set at $14,000 (60%) this year. A higher bond may <br /> discourage bidding. <br />
