- ----
.
,.
.,
-
-
DATE. Ocwber 26, ) 98') .
TO: Finance ComillitteeC'i<
FROI\1: Carl Rundquist v ~
SUBJECT Report to the Finance Committee - 1989 Fee Study
BACKGROUND: The scope of this study includes all fees collected by the City
of Arden Hills (AH j excluding building permit fees, The fees \vere last
reviewed by the Finance Committee in 1987 with the recommended changes
to be effective 1/1188, Changes recommended in this study could be made
effective 11 1/90, Clerk Ad ministrator Gary Berger has provided me with
data tclentifying fee data from several communitees. The dUes of New
Brighton, Mounds View, Coon Rapids, Shoreview and Roseville have been
Llsed for comparisons. See Exhibits 1 and 2 attached,
RECOMMENDATION The fees for on sale liquor licenses should be increased .
bv 1 Oo~,
, .
Rationale: fees for on sale liquor licenses ha\re not been lllcreased since .
j 986. During the intervening 4 years the costs of operating the City of
i'.rden Hills have 1l1creased. A IO?'. 1l1crease in rates assumes an average 2,5
?; 1l1crease in costs over the 4 Veal'S, The fees resulting from a 10% increase
, ,
will be within the range of current fees from com m unities for which we have
data,
RECOivlMENDATION: All otl1el' fees should remain at their current levels,
Rationale Most of these fees were increased in 1988 and they appear to be
consistent with fees in the communities surveyed. If we again assume a
25% annual 111flatIOn for the cost of city operatIOns, an increase in these fees
of 51:, may be Justified.
.
.
