Council concurred the candidate is well-qualified and <br />(Cont'd) requested Ms. Severtson attend and be introduced to <br /> Council at their regular meeting held March 12. <br /> Malone moved, seconded by Mahowald, that Council hire Ms. . <br />Cindy Severtson for the position of Park Program Supervisor, effective March 12, <br />1990, at an annual staring salary of $20,800.00. Motion carried unanimously. <br />(3-0) <br />REQUEST; BETHEL Council was referred to a letter from Bethel College and <br />COLLEGE, TURN BACK Seminary dated 2-7-90, requesting the City consider <br />TH 51 FRONTAGE RD. vacating the service road along Highway 51, extending <br /> from Bethel Drive to the Soo Line tracks, adjacent to the <br />College property. The letter states that Bethel appears to be the exclusive user <br />of the road and it appears the City's best interests are not met by the need to <br />maintain the road for a single user. <br />Council was also referred to a memorandum from Engineer Terry Maurer dated <br />2-23-90, which indicates staff should review this matter to identify any <br />utilities located under this section of roadway and obtain the necessary <br />easements if Council considers vacation of the roadway. <br />Clerk Administrator Berger advised that both Attorney Filla and Engineer Maurer <br />did not foresee any problems with vacating the roadway, with the exception of <br />identifying utilities and obtaining easement documents if necessary. He <br />recommended if Council concurs with vacating the roadway, staff should be <br />directed to research ownership, identify easements, prepare the necessary <br />documents and schedule a public hearing for vacation of the roadway. <br /> Mahowald moved, seconded by Malone, to direct staff to . <br />research ownership of the TH 51 Frontage Road on Bethel College property and <br />prepare the necessary documents to accomplish the vacation of the roadway and <br />retain any easements identified. Motion carried unanimously. (3-0) <br />COUNCIL COMMENTS <br />PARKING; SETBACKS Councilmember Malone referred to Engineer Maurer's letter <br />GREY FOX, RED FOX, dated 1-29-90, relative to the request from Ramsey County <br />& PINE TREE DRIVE for the City to restrict parking for a length of 150-200 <br /> feet on Grey Fox Road, Red Fox Road and Pine Tree Drive <br />in conjunction with the signalization at these locations. Malone favored the <br />parking restriction and stated the proposal will help facilitate traffic at these <br />locations. <br />Council concurred and directed staff to advise the Engineer to convey to Ramsey <br />County their approval of imposing the parking restriction at these locations <br />and proceed with installation of the signage when deemed necessary. <br />RAMSEY COUNTY Councilmember Malone referred to the Engineer's letter <br />PROP'D SERVICES dated 1-31-90, relative to the proposed increase in <br />INCREASE charges for Ramsey County services. Malone noted the <br /> proposed increase for services will be 10-15 percent and <br />questioned how the increase will affect current Arden Hills projects. <br />Council requested Engineer Maurer report on the effect of the 10-15% increase in . <br />Ramsey County service costs on current projects in Arden Hills. <br />
