<br /> . <br /> MINUTES OF THE ARDEN HILLS REGULAR PLANNING COMMISSION MEETING <br /> WEDNESDAY, MARCH 7, 1990, 7:30 P.M. - CITY HALL <br /> CALL TO ORDER Pursuant to due call and notice thereof, Chairman Probst <br /> . called the meeting to order at 7:30 p.m. <br /> ROLL CALL The roll being called the following members were present: <br /> Chairman Dennis Probst, Members Dave Carlson, Peter <br /> Martin, Raymond McGraw, Barbara Piotrowski and Jeanne Winiecki. Member Robert <br /> Woodburn arrived at 7:35 p.m. Absent: Members Scott Petersen, Dorothy Zehm and <br /> Robert Curtis. Also present: Councilmember Nancy Hansen, Planner John Bergly and <br /> Deputy Clerk Catherine Iago. <br /> APPROVE Winiecki moved, seconded by Martin, that the January 3, <br /> MINUTES 1990, Planning Commission minutes be approved as <br /> submitted. Motion carried unanimously. (6-0) <br /> CASE #88-04; LOT Planner Bergly referred Commission to his report and <br /> DIVISION, 1960 W. briefly explained the background of this proposed <br /> COUNTY RD. E-2 division; noted the original proposal was presented to <br /> Planning Commission two years ago. <br /> Bergly stated the applicant had attempted to purchase a large portion of unused <br /> right-of-way from Ramsey County and attach the land to the existing lot in order <br /> to accomplish a lot division which would create two conforming lots. The land <br /> could not legally be sold to the landowner by the County, however, it could be <br /> released to the City. He stated the City negotiated with Ramsey County for <br /> release of this excess right-of-way to the City and the Council will conduct a <br /> public hearing on the release of the land to the property owner. <br /> . The Planner explained the request is to divide a parcel containing 36,368 square <br /> feet into three parcels: <br /> l. Lot 1 contains the existing residence and is 21,492 sq. ft. in area; it is <br /> 160 ft. in width and an average of 134 ft. in depth. <br /> 2. Lot 2 is at the intersection of County Road E-2 and New Brighton Road; it is <br /> 14,315 sq. ft. in area, 94 feet in width and 154 ft. in depth. <br /> 3. The third parcel clears up an encroachment on Lot 1, above, by a garage and <br /> shed owned by the resident to the south. This jog in the property line is 51 <br /> ft. long (east to west), is 11 ft. in depth and contains 561 sq. ft. The City <br /> Council can take action on combining this small parcel (Outlot A) with Lot 4 <br /> to the south at their March 12 meeting. <br /> Bergly reviewed the considerations listed in his report relating to easements <br /> necessary for public purposes, both lots exceeding the minimum requirements in <br /> the R-2 District and determination of the setbacks by the Zoning Administrator. <br /> The Planner stated the proposed division of Lot 3 meets all ordinance <br /> requirements, has been found by the City Engineer to meet easement and filing <br /> standards and will provide an attractive new home site. He recommended approval <br /> of the proposed division subject to the four items listed under "Recommendationll <br /> on page 2 of his report. <br /> John Robinson, applicant, was present and stated he did not have any additional <br /> . COmments. <br /> Chairman Probst questioned if the proposed lot split will create any variance <br /> issues for the existing home or proposed home. <br /> ----- <br />
