When the City Council discusses the Pavement Managempnt Program and City <br /> I AssessmenI Policy at ttleir Monday (light workshop, I believe there are <br /> I several issues they should address. Briefly, these would include the <br /> following: <br /> l. The revised Pavement Management Program indicates a total <br /> reconstruction need in the City of $1,700,000. Currently, there is no <br /> clear way to finance these improvements. therefore. it is difficult to <br /> program them. <br /> 2. What should the City's assessment policy be regarding the financing of <br /> street reconstruction? <br /> 3. How are assessment rates calculated? What percentage of project cost <br /> is assessed and how is it spread? <br /> 4. Should the City consider overlayment as a rehabilitation program ~ith ~ <br /> full or partial assessment to benefited properties? <br /> 5. Should a City standard street section (i.e., concrete curb and gutter, <br /> 7-ton design, 32 feet wide) take precedent, thus, scheduling streets <br /> for reconstruction even though an overlay may extend their useful life <br /> a number of years. <br /> 6.
