<br /> . . <br /> MINUTES OF THE ARDEN HILLS COUNCIL WORKSESSION MEETING <br /> . MONDAY, MARCH 19, 1990 - 4:30 P.M., CITY HALL <br /> CALL TO ORDER Pursuant to due call and notice thereof, Mayor Sather <br /> called the meeting to order at 4:30 P.M. <br /> ROLL CALL The roll being called, the following members were <br /> present: Mayor Thomas Sather, Councilmembers Nancy <br /> Hansen, Thomas Mahowald and Paul Malone. Absent: Councilmember JoAnn <br /> Growe. Also present: Clerk Administrator Gary Berger, City Engineer <br /> Terry Maurer, Finance Committee member Carl Rundquist and Administrative <br /> Secretary Mary Ann DeLaRosa. <br /> ADOPT AGENDA Mayor Sather noted that he wished to limit discussions <br /> to topics on the agenda, thereby making for faster <br /> work sessions. <br /> ARSENAL UPDATE Planner John Bergly was ill and unable to attend the <br /> work session to discuss concerns raised at the March 8 <br /> pre-construction conference for the Army Reserve Training Center. Mayor <br /> Sather reviewed notes that Planner Bergly had submitted after the March 8 <br /> meeting. Clerk Administrator Berger noted that he had received a phone <br /> call from an Army official in Fort Collins, CO, asking about police and <br /> fire protection services. Berger advised the official to state the <br /> specific request in a letter to the Mayor and City Council and the City <br /> would then respond. It appeared that if the Army did not construct a <br /> . security fence around the site, protective services would be provided by <br /> the City. <br /> ASSESSMENT Mayor Sather turned the meeting over to Engineer Terry <br /> POLICY Maurer who then reviewed the issues involved in setting <br /> a City assessment policy. Discussion centered over a <br /> street assessment policy and whether the assessment rate should be 1/4 <br /> charge to the homeowner, 3/4 funded up by the City or 1/3 - 2/3. <br /> Councilmernber Malone questioned sewer and water assessments, lateral <br /> benefits or area benefits, and trunk and subtrunk costs. Engineer Maurer <br /> felt that this information should be pared down to something simple and <br /> equitable. Council felt and Engineer Maurer concurred that the assessment <br /> policy should be in a free-standing policy form, not as a City Ordinance. <br /> Councilmember Malone felt that assessments should be 100% assessed on new <br /> developments, but asked what percentage should be charged on existing <br /> streets or utilities. <br /> Mayor Sather suggested that seal coating or overlays could be funded via <br /> MSA funding or from general revenue sources and not assessed to the <br /> property owner. Mahowald agreed with Sather on this suggestion. <br /> Councilmembers Hansen and Malone felt that seal coating is maintenance and <br /> overlaying is not, and costs for overlaying should be assessed. <br /> . Sather said he would support a 25% assessment for overlaying costs with <br /> the City picking up the remaining 75% of the costs. <br /> Mahowald used Indian Oaks Circle as an example where the street needed <br /> total reconstruction and the property owners were not assessed the costs <br />
