The proposed ordinance incorporates the following changes: <br /> 1. I have taken the liberty to combine former Sections 3- <br /> 16(c) and 3-l6(d) and have otherwise revised the format <br /> of this part of the ordinance to make the terms more <br /> understandable. <br /> 2. In regard to the hours of sale for on-sale intoxicating <br /> liquor, a paragraph has been added which indicates that <br /> sales are prohibited after 8 p.m. on December 24 unless <br /> the establishment also has a Sunday on-sale license and <br /> December 24 is a Sunday. This change was not discussed <br /> at the previous Council meeting. When I reviewed the <br /> State Law after the Council meeting, I discovered that <br /> the State has restricted sales on Christmas Eve. Since <br /> the City cannot be less restrictive than the State, I <br /> inserted thj,s change in the proposed ordinance. <br /> 3. The hours of sale for off-sale intoxicating liquor <br /> licensees have been expanded from 8 p.m. to 10 p.m. on <br /> Friday and Saturday and the ordinance now makes it <br /> permissible to sell intoxicating liquor off-sale on New <br /> Years Day and Independence Day. <br /> No other changes have been made to the substance of the <br />. Arden Hills Regulations. As proposed, the hours of sale in the <br /> City of Arden Hills would now be consistent with those that are <br /> permitted by the State Enabling LegiSlation. <br />
