<br /> 12 <br /> . , <br /> . Described in greater detail below are the procedures we propose to use for <br /> designing and implementing the survey of residents for the City of Arden Hills. It should <br /> be noted that we are willing to discuss suggestions from City representatives <br /> concerning changes to our proposed research methodology. <br /> - I. Project Design <br /> At the beginning of the project, Anderson, Niebuhr & Associates, Inc. will meet <br /> with City representatives to finalize the desired outcomes of the study, the methodology <br /> to be used, and the timetable for implementation and completion of the study. At this <br /> time, we will also discuss the topics and issues to be addressed in the survey <br /> questionnaire. <br /> . II. Population and Sample <br /> It is our policy to work with our clients at the beginning of a project to define the <br /> population and sample and to implement a sampling strategy that yields accurate data <br /> that are generalizable to the desired population. Final decisions related to population <br /> definition and sampling design are best made after close consultation with the client. <br /> These decisions determine the types of generalizations that can be made based on the <br /> survey data. The proposed population definition and sampling design described below <br /> is based on our preliminary understanding of the City's needs. After further discussions <br /> with City of Arden Hills representatives, it may be advisable to revise the sampiing <br /> strategy. We are certainly willing to discuss such changes if they are desired. <br /> City of Arden Hills representatives have identified Arden Hills residents as the <br /> population from which information is desired for this study, To obtain a representative <br /> . sample of community residents for this study, Anderson-Niebuhr will work with Arden <br /> Hills representatives to define the city's boundaries by zip code or census tract, and will <br />
