MEM:lRANDUM
---------------------------------------------------------------------------------
. DATE: May 11, 1990
TO: Mayor and Council
F'R(M : Gary R. Berger, Clerk Administrator
RE: Request A:rnend:ment to Charitable Gambling Ordinance for
Additional Class B License - Light Brigade
----------------------------------------------------------------------------------
Attached is a request from the Light Brigade to amend the Charitable Gambling
Ordinance, Section 5-9. Number of Licenses Authorized, by increasing the number
of Class B licenses from two to three.
The Light Brigade conducted Charitable Gambling at the Blue Fox Inn in Arden
Hills in 1989. Due to a gambling violation conviction, charged to the Blue Fox
Inn, the Light Brigade was restricted from conducting activities until June 1990
at that location. The Light Brigade is now able to reapply for the license
formerly held at the Blue Fox and is requesting Council =nsider an increase in
the number of Class B licenses to allow them to resume this operation.
For your information, all Charitable Gambling licenses allowed by Ordinance are
=ently distriruted to charitable organizations. The Light Brigade is a l=al
. nonprofit organization and has made substantial contrirutions to the community
through the city and schCXJls.
I have discussed this matter with the Deputy Clerk and we conarr to recorrnnend the
number of Class B licenses be increased, either to three or five. since the Class
B licenses are restricted to on-sale liquor establishments and there are five
establishments in the city, it would seem fiur to allow each establishment the
option to conduct charitable gambling. We further recommend the Ordinance
maintain the limit of seven Class A licenses, which appears to work well within
the confines of the bingo hall.
Mr. Herb King, representing the Light Brigade, will be present to discuss this
matter.
ACTION REQUIRED:
If Council con=s with the recommendation to increase the number of Class B
licenses, they should determine the number of Class B licenses which will be
available (either three or five) and direct Attorney Filla to draft the
appropriate Ordinance amendment for adoption at a future meeting.
.
