<br /> DEDICATION <br /> The members of the Ramsey County Charter Commission dedicate the <br />charter to the memory of Tom Ryan whose po.si tive vision, support, and <br />unfailing good humor encouraged the creation of this document for the <br />people of Ramsey County. <br /> ACKNOVLEDGEIlENTS <br /> The members would like to acknowledge former Charter Commission <br />members Ted Collins, Janet Hollenhorst, and Andrew Shern whose <br />contributions were greatly appreciated but who were unable to complete <br />their terms on the Commission.
