SIUDY (Cont'd) Mayor Sather questioned the t:i1ne frame for creation of <br /> the new zoning district and establishing guidelines. <br /> Plarmer Bergly and Clair Probst con=ed to draft guidelines in Ordinance fomat <br /> for Commission review and return to Council would take approxi1nately 60 to 90 <br /> days. <br /> Mayor Sather noted Commission had previously suggested a moratorium be :i1nposed in <br /> this area, and a TIF District established and questioned if these recormnenclations <br /> are applicable. <br /> Bergly stated if the rezoning guidelines and the TIF District are initiated at <br /> the same t:i1ne, both will become effective at approxinately the same t:i1ne. <br /> Probst reported on the meeting with Financial Consultant Casserly and the <br /> Plarming Commission. <br /> councilmernber Malone recalled Casserly indicating the establishment of a TIF <br /> District should proceed slowly, clue to the expiration deadlines outlined in the <br /> TIF requirements. <br /> Discussion ensued regarding previous actions by Council to establish the "project <br /> areas" and TIF Districts. Probst discussed a new area of TIF Districts <br /> established during the recent legislative session. <br /> Council directed staff to contact Casserly and verify locations in the project <br />. ,areas adopted are established TIF Districts and define the deadlines for the <br /> districts =ently established. <br /> Chair Probst indicated one of the key recommendations by Commission is Item #4, <br /> establishing a Community Development Commission; rationale is to promote <br /> potential development in this area and the Round Lake area. <br /> Councilmernber Malone questioned if it will be difficult to obtain approval of the <br /> Land Use Plan from the Metropolitan Council. <br /> Bergly stated there does not appear to be major problems with the plan; if the <br /> plan adjustment is deemed minor, only Met Council staff approval is required, if <br /> deemed a major adjustment, the Board will have to approve the plan. <br /> Councilmernber Mahowald questioned if plan suJ::mitted el:iJ:ninates Dunlap street. <br /> Probst outlined the discussions regarding possible development of the parcels of <br /> land bordering Dunlap street. <br /> Public Works SUpervisor Winkel noted a 16" watermain is located along the west <br /> edge of Dunlap; the watermain serves the !xlOster station and water tower. <br /> Mayor Sather favored proceeding with the Commission recannnendations and suggested <br /> the Community Development Commission be =rprised of seven (7) members, three of <br /> which are cu=ently members of the Planning Commission. <br />. Malone moved, seconded by Growe, to direct staff and the <br /> Plarmer to draft an amendment to the Comprehensive Plan to adopt the general land <br /> use patterns as shown in the Land Use Plan contained in the Lexington Avenue <br /> study, for suhnission to the Metropolitan Council for review and approval. Motion <br /> carried unanimously. (5-0) <br />
