<br /> y <br /> . <br /> Mr. Gary Berger . <br /> Delta No. 10-89.385 <br /> June 28, 1990 <br /> Page 2 <br /> Land Application <br /> Soil land application is an accepted technology in treatment of petroleum contaminated soils. The <br /> MPCA, Ramsey County Environmental Health Department (RCEHD), and the city of Arden Hills, <br /> must give site approval. Verbal approval has been received by the MPCA The soils would be <br /> spread on site to a maximum four-inch thickness. These soils would be incorporated with the <br /> upper four to six inches of native soil, and would be diskcd monthly. Soil samples would be <br /> collected for chemical analysis once in August and once in October to determine hydrocarbon <br /> breakdown. The projected Delta and subcontractor costs for soil land application are estimated <br /> to be $2,100. <br /> Discussion <br /> Thermal Treatment <br /> Thermal treatment of the petroleum hydrocarbon contaminated soils requires a two-week <br /> turnaround time for approval by the MPCA The high temperature thermal treatment facility will <br /> accept these soils in their staging area prior to MPCA approval. They will not treat the soils until <br /> MPCA approval. The low temperature thermal treatment facility will not accept the contaminated <br /> soils until MPCA approval is granted. . <br /> Land Application <br /> The petroleum contaminated soils would not leave the site but would require periodic maintanence <br /> and sampling. Approximately five months will be required to complete the treatment of the <br /> petroleum contaminated soil upon approval of RCEHD. <br /> Recommendations <br /> Based upon information reviewed by Delta to date and the desire of the city of Arden Hills to <br /> complete this project, Delta recommends high temperature thermal treatment for the treatment <br /> and disposal of petroleum hydrocarbon contaminated soils.
