ST 89-2 <br /> Dear Council Members: <br /> At the direction of City staff, we have prepared the final assessment roll <br /> for the above referenced project. The total cost to be assessed, including <br /> construction of storm sewer, driveway repair at 1680 Oak Avenue, admini- <br /> strative. legal. engineering, interest and other costs is $12.059.10. This <br /> cost represents 50% of the total project cost. which was $24.118.20. <br /> . The preliminary assessment roll for this project was prepared by the City's <br /> former engineering consultant. As this preliminary assessment roll was <br /> presented to the City Council as part of a feasibility report public <br /> hearing, we used the same list of addresses and assessment areas as <br /> previously submitted. However. the City Council may. at their discretion, <br /> instruct City staff to adjust this final assessment roll following the <br /> AUgust 27, 1990 public hearing. <br /> It has been determined by the City Attorney. through discussions with an <br /> attorney representing 1680 Oak Avenue. that no assessable benefit could be <br /> justified for this property. The cost for repairing the driveway to this <br /> home was $2.065. However. this driveway is located on an easement between <br /> 1620 Oak Avenue and 1628 Oak Avenue and is not property owned by 1680 Oak <br /> Avenue. At the direction of City staff, we have included the cost of 50% of <br /> the driveway restoration in the total cost to be assessed to all benefiting <br /> properties. <br /> We have reviewed the drainage area contributing storm water runoff to the <br /> new storm sewer and find some discrepancies between the area proposed to be <br /> assessed and the actual area that contributes. We provide the following <br /> information for your use in the event that questions arise during the public <br /> hearing regarding the proposed assessment. <br /> a. ) 1584 Oak Avenue - a very small portion of this lot drains toward <br /> Oak Avenue. approximately 10 feet by 84 feet, equal to 0.02 acres. <br /> .
