He favored proceeding <br /> with the assessment of the ilnprovement, based on the revised figures as provided <br /> in the MSA letter dated 8-21-90, in the amount of $7,178.29. <br /> Council con=ed and directed staff to forward the assessment roll as prepared <br /> by Maier stewart and Ass=iates, for processing by Ramsey County. <br /> Malone moved, seconded by Hansen, to adopt Resolution No. <br /> 90-33, Adopting and Confirming Assessments for Oak Avenue Improvements (ST-89-2). <br /> Motion carried unanimously. (5-0) <br /> CITY HALL SURVEY Council was referred to a memorandum from the Clerk <br /> Administrator dated 8-23-90, regarding the revised city <br /> Hall citizen Survey prepared by Decision Resources, Inc. <br /> eounciJ.:mernber Malone suggested staff contact Bill Mo=is of Decision Resources to <br /> confinn if other communities exclude contacting residents appointed to serve on <br /> city =nnittees, employees of the city and elected officials. He prefen-ed such <br />. residents be excluded. Malone also questioned the cost incr'ease. <br /> Clerk Administrator Berger advised originally the survey consisted of 50 <br /> questions and now contains over 100 questions, which a=unts for the in=eased <br /> cost. <br /> CounciJ.:mernber Hansen con=ed that elected officials and staff should not be <br /> contacted; was not opp::>sed to =nnittee members responding to the survey. <br /> Council discussed rewording question #73, pertaining to future uses of the <br /> Arsenal property, and directed staff to contact Bill Mo=is with the revision. <br /> Mah~ld moved, seconded by GrrMe, that council approve <br /> the city Hall citizen Survey, as revised, authorized staff to contact Decision <br /> Resources to proceed with conducting the survey, and directed staff to fund the <br /> project from Administrative a=unts. Motion carried unan:i1nously. (5-0) <br /> REQUFSI' WAIVER; Council was referred to a letter dated August 21, 1990, <br /> 60-DAY WAITING from the Fish and Wildlife Legislative Alliance, <br /> PERIOD, LAWFUL requesting waiver of the 60 day waiting period for <br /> GAMBLING issuance of a temporary gambling license for a raffle at <br /> Howard Johnson/McGuires Inn on September 22, 1990. <br /> CounciJ.:mernber Malone advised the general intent of the provision in the city <br /> Ordinance which states no waiver of the waiting pericxl will be considered was <br />. initiated to allow eouncil t:i1ne to review long-tenn charitable gambling license <br /> applications, not onet:i1ne events. He stated it does not appear a precedent will <br /> be established for yearly licenses if the waiver is granted in this instance. <br />
