The Planning Commission is to set <br /> a date for a public hearing (probably October 3). <br /> The draft is written to impose a total moratorium on all development <br /> within the area. The City may wish to define the types of development <br /> that would be prohibited (rezoning, site plan approval for new <br /> development, special use permits, etc.) or the types that would be <br /> allowed (sign permits, changes in use that would not require site plan <br /> approval, expansion of uses that would be consistent with the plan <br /> amendment, etc.) during the moratorium. ~ <br />'. This month two applications were received for property in the area: <br /> expansion of Pot-O-Gold Bingo and expansion of a parking lot that would <br /> require a variance (later withdrawn). Neither would have been affected <br /> by the plan amendment or proposed zoning districts and could be <br /> processed by the City, with or without a moratorium, with no adverse <br /> results to the City. <br /> It is possible that the Metropolitan Council review on the Comprehensive <br /> Plan Amendment will be completed before the hearing date. In that case, <br /> the City could hold a public hearing on the Comprehensive Plan and <br /> Zoning Ordinance Amendments at either the October or November Planning <br /> Commission meetin9s and dispense with the moratorium. But I thi nk it <br /> would be advisable to set a hearing date for the proposed moratorium for <br /> October 3 and then adjust the procedure if conditions change. <br />. <br /> planning . landscape architecture <br />
